About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for the Air Charter Emergency Services (ACES) contract. The U.S. Department of Energy, National Nuclear Security Administration (NNSA) plans to award a 5-year contract to CSI Aviation Services for ACES, which includes local, large body cargo, and nonscheduled passenger charter services. The NNSA determined that CSI Aviation is the only source that can meet the requirement without charging a "standby fee." The estimated ceiling value for this sole source contract is $379,140.00 from August 1, 2024 to July 31, 2029. The NNSA conducted market research but found no other qualified sources. The Contracting Officer determined the anticipated costs are fair and reasonable based on historical data and GSA Schedule pricing.
