About this file

This Performance Work Statement (PWS) details the repair requirements for two non-functional Hydratight Model No. 2Y07900 hydraulic bolt tensioners at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). The contractor must disassemble, inspect, repair, and test each tensioner, with specific requirements including a comprehensive pre-work visual inspection, detailed component evaluation, and thorough refurbishment using OEM or OEM-equivalent parts. Repair cost is capped at $30,000 per tensioner, with provisions for potential part cannibalization if total repair costs exceed $50,000.

Key contractor qualifications include a minimum of 10 years experience with hydraulic tensioner assemblies and up-to-date industry certifications. The work will be performed at the contractor's facility, with PHNSY & IMF handling initial equipment shipping. The contractor must provide detailed documentation including pre- and post-repair photographs, replacement component lists, and test results within 3 business days of completion. A 90-day warranty is required on materials and workmanship, and the contractor will be liable for any damage to government property during the repair process.

Performance Work Statement (PWS) Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility

Repair of Hydraulic Bolt Tensioners

1.0 Scope: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) has two (2) Hydratight Model No. 2Y07900 bolt tensioners that are currently non-functional and require repair to restore them to full operational condition in accordance with OEM specifications.

2.0 Requirements / Description of Work: The Contractor shall furnish all management, labor, materials, tools and equipment necessary to disassemble, inspect, repair and test each bolt tensioner.

2.1 Initial Assessment:

2.1.1 Conduct a pre-work visual inspection.

2.1.2 Identify and document all parts, noting signs of wear, pitting, scoring, corrosion, or mechanical damage.

2.2 Detailed Inspection:

2.2.1 Inspect both hydraulic stages, piston assemblies, and seals.

2.2.2 Check all threaded components and housings, for damage or distortion.

2.2.3 Evaluate hydraulic inlet/outlet fittings and quick-connects for leaks or fatigue.

2.2.4 Measure critical tolerances where applicable and compare to OEM specifications.

2.2.5 Provide a detailed inspection report including photos and findings in .pdf format to the Technical Point of Contact (TPOC) prior to starting repairs.

2.3 Repair / Refurbishment:

2.3.1 Clean all reusable components thoroughly using appropriate solvents and methods.

2.3.2 Replace all seals, O-rings, and worn components using genuine OEM parts or OEM-equivalent.

2.3.3 Refinish surfaces if required (light polishing or reconditioning only).

2.3.4 Reassemble the unit according to OEM torque and assembly guidelines.

2.3.5 The total combined cost of parts and labor to repair a single tensioner shall not exceed $30,000. The Contractor shall immediately notify the TPOC if the estimated repair cost for a single tensioner is projected to exceed $30,000.

2.3.5.1 If the estimated repair cost for a single tensioner exceeds $30,000, no repair shall be performed on that unit. The tensioner shall be returned to the Government in its unrepaired condition, along with any successfully repaired units.

2.3.5.2 If the estimated repair cost for both tensioners exceed $50,000, the Contractor may, with prior written approval from the TPOC, cannibalize parts from one unit to restore the other to a full operational condition. Salvaged parts may be used in combination with OEM or OEM-equivalent parts as necessary.

2.4 Testing and Certification:

2.4.1 Pressure-test the tensioner to its rated working pressure to confirm sealing integrity.

2.4.2 Verify full piston stroke and correct operation across both hydraulic stages.

2.4.3 Check for leaks, abnormal noises, or hesitation in stroke action.

2.4.4 Certify the tool for safe operation and provide a final test and certification report in .pdf format to the technical point of contact via e-mail.

2.5 Final Documentation:

2.5.1 Submit a final service report in .pdf format to the TPOC via e-mail including:

2.5.1.1 Pre- and post-repair photographs.

2.5.1.2 Complete list of replacement components.

2.5.1.3 Pressure test results, including pass/fail criteria.

2.5.2 All documentation shall be submitted within 3 business days after completion of testing.

3.0 Period of Performance (POP): To be determined at award.

4.0 Place of Performance: Work on each tensioner will take place at the contractor’s facility.

Shipping: PHNSY & IMF will be responsible for shipping and transportation of the equipment to the contractor’s facility. The Contractor is responsible for shipping and transportation of the equipment back to the Government FOB destination via traceable means. The Contractor must ship to the following address and POC.
