- 3 -officers can practice, get classroom and range training, and demonstrate competency for quarterly firearm recertification. The vendor’s facility is located within thirty (30) miles of the Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) Washington Field Office (FDG) Richmond Sub-office located at 9200 Arboretum Parkway, Richmond, VA 23236.

The need to sole source this requirement to the Colonial Shooting Academy is apparent since the facility is within close driving distance (30 miles) to the Field Office, and provides sufficient and flexible training hours. Additionally, the Colonial Shooting Academy facility currently meets the standards of Occupational Safety and Health Administration (OSHA).Further, the Colonial Shooting Academy facility location has access to adequate and appropriate medical facilities (trauma center, Bon Secours Hospital) in the event of an emergency. Two possible ranges (Colonial Shooting Academy and Dominion were found within 30 miles of the Richmond office, but only Colonial Shooting Academy met all minimum needs of the Government.

Failure to comply with mandatory training requirement may result in the revocation of an ICE/ERO officer’s authorization to carry a firearm and any subsequent ramifications. Therefore, the use of Colonial Shooting Academy will be able to meet the needs of the officers assigned to the Richmond sub-office (and occasionally, ICE/ERO Officers from the Norfolk Sub-office).

Aside from the aforementioned facility, there are no other known firing ranges located in metropolitan Richmond, VA that offer the capabilities featured by Colonial Shooting Academy.
