The project involves replacing a bridge, widening the roadway, managing railroad coordination, upgrading drainage systems, installing electrical and lighting systems, and implementing landscape work on State Route 37 and Route 121 at Sears Point. The contract, identified as 04-1Q76U4 and designated as a Federal-Aid Project (NH-X097(046) 6204(139)), requires bidders to hold either a Class A license or a combination of Class C-8 and C-12 licenses. Bids are due by 2:00 p.m. on Wednesday, November 18, 2026, submitted electronically via the Bid Express website. A mandatory virtual prebid meeting is scheduled for November 3, 2026, at 10:00 a.m. via Cisco Webex, with bidders required to register at least one hour prior. The project spans 1,100 working days for general work completion (excluding plant establishment) and 1,350 working days including plant establishment, with plant establishment work to be completed within 250 working days. The bid item list contains 210 line items covering earthwork, paving, structural concrete, drainage, erosion control, electrical systems, and various traffic control measures.
The estimated project cost is $120,000,000, with bidding on a unit price basis and bids requiring security equal to at least 10 percent of the bid amount. Prevailing wage requirements apply, with rates determined by the California Director of Industrial Relations and the United States Secretary of Labor, with contractors required to pay the higher applicable rate. The project is federally funded and includes training program requirements for 24 trainees or apprentices. Special provisions require submission of environmental product declarations for hot mix asphalt and concrete materials, compliance with Buy America requirements for manufactured products and construction materials, and implementation of a Safety Quality Control Manager position for the duration of construction. A Dispute Resolution Board is mandatory, with provisions for both on-site and virtual meetings. The contract includes requirements for Automated Machine Guidance (AMG) technology for earthwork operations, local material sampling and analysis for potential lead contamination, and comprehensive stormwater pollution prevention measures. Contractors must comply with railroad coordination requirements, maintain existing traffic management systems during construction, and coordinate with coincident or adjacent projects in the area.
