This is a Proposal Narrative Template for the Lewis-Houghton Civics and Democracy Initiative (LHI) Continuing Awards for 2026-2029, issued under Notice of Funding Opportunity (NOFO) 030ADV26R0020 by the Library of Congress. The template is designed for existing TPS/LHI grant recipients to apply for continued funding as a cooperative agreement. Applicants must submit a cover page and up to 15 pages of double-spaced narrative in 11-point font addressing seven specific sections: project abstract (250 words maximum), description of existing TPS/LHI grant products and activities with evidence of consortium participation, detailed project description including targeted audiences and Library of Congress primary source integration, articulated need and impact focused on underserved populations, projected performance targets with dissemination strategies, descriptions of relevant past activities, and consortium leadership roles. The proposal must include seven appendices: logic framework covering the 3-year-2-month project period with inputs, activities, outputs, and outcomes; descriptions and links to previous curricula and materials; applicant's role in similar funded projects and list of previous federal and Library of Congress awards; proposed staff with half-page biographies; letters of support from partner organizations; intellectual property rights limitations; and accessibility compliance documentation.
This opportunity is restricted to existing Lewis-Houghton Civics and Democracy Initiative partner organizations that have previously received direct awards from the Library of Congress. Applicants must demonstrate how they will expand use of previously developed teaching materials while extending outreach to underserved educators and learners, integrating digitized primary sources from the Library of Congress collections to support history, civics, and democracy education. The program is authorized under the Legislative Branch Appropriations Act of 2023 and operates under Library of Congress Regulation 7-310 and 2 CFR 200 requirements. Questions regarding the application should be directed to tps-grant@loc.gov.
