1.0 GENERAL
1.1 BACKGROUND
The United States Coast Guard (USCG) Aviation Technical Training Center (ATTC), located at 1664 Weeksville rd. Bldg. 4 Elizabeth City NC 27909-5003 requires OEM (Original Equipment Manufacturer) diagnostic evaluation, repair, overhaul, and calibration services for one (1) Government-owned SFIM Tester (Actuator and Trim Field Test Set). This specialized test equipment is critical to maintaining training operations and supporting aviation safety metrics.
Due to the high precision and proprietary nature of the test set, the services must be performed by authorized OEM technicians to ensure full system functionality and compliance with strict aviation standards.
1.2 SCOPE
The scope of this effort is strictly limited to the diagnostic evaluation, repair, overhaul, and calibration of one (1) Government-owned Actuator and Trim Field Test Set (P/N: 418-65037- 004, S/N: 1014). The contractor must provide all management, labor, tools, test equipment, facilities, replacement parts, and materials necessary to restore Actuator and Trim Field Test Set (P/N: 418-65037-004, S/N: 1014) to a fully operational status. This contract does not cover the procurement of a new unit.
1.3 OBJECTIVE
The objective of this contract is to restore the specified Government-owned Actuator and Trim Field Test Set to a fully functional, calibrated, and certified condition conforming to original manufacturer specifications, with a turnaround time not to exceed sixty (60) calendar days after the contractor receives the equipment.
2.0 SPECIFIC REQUIREMENTS/TASKS
The contractor must perform all evaluation, repair, and calibration services utilizing certified technical personnel, OEM repair standards, and genuine original manufacturer components.
2.1 TASK ONE. Upon receipt of one (1) Actuator and Trim Field Test Set (P/N: 418- 65037-004, S/N: 1014) at the contractor's Grand Prairie, Texas facility, the Contractor must perform visual inspections, electrical safety checks, and diagnostic testing to isolate failures and assess overall structural and electrical integrity.
2.1.1 The contractor must determine if the Actuator and Trim Field Test Set (P/N: 418- 65037-004, S/N: 1014) meets all OEM performance specifications without requiring repair. If the diagnostics indicate no faults are present, the Contractor must document this as a "No Fault Found" (NFF) event, proceed with calibration, and prepare the unit for return.
LAST UPDATED: 08/26/2026 PAGE 2/5

Major Repair: Complex troubleshooting, structural/circuit repair, rewiring, replacement of major sub-assemblies (such as PCBs, sensors, or primary electrical/mechanical modules), and overhaul.
2.2 TASK TWO. Repair and Overhaul Services
The Contractor must perform the necessary repairs as determined by the evaluation under Task One:
