Amendment 02

QUESTIONS AND ANSWERS1

1) Question: Can officer/professor at the Unnamed Institution be included in an NRC grant as a Co-PI and utilize this grant as an LOA (line of accounting) for travel and similar necessities for research?

Answer: Interested applicants must ensure compliance with the eligibility requirements stated in the NOFO. In accordance with Part II, Section III.1. Eligible Institutions, institutional representatives may submit an application(s) if the institution is a regionally accredited U.S. public or private institution of higher education, as defined in Section 1001 of the Higher Education Act of 1965 (20 U.S.C. § 1001). In accordance with section II.2.C. Eligible Partnership Arrangements, applicants may partner for subaward solely with other U.S. institutions of higher education as define in the NOFO.

Travel is an allowable cost if it supports the proposed research project in the application.

You may refer to Part II, Section IV.2.G. Detailed Budget Narrative and Application Instructions for more details.

2) I wanted to clarify the eligibility on PI, co-PI, collaborator. I am a collaborator in a proposal that will be submitted by Unnamed University A. I have significant contribution (40% of the budget will come to Unnamed University B) to that project. I was thinking of submitting another proposal as the PI.

Question: Am I eligible to submit a proposal as PI if I am not listed as co-PI in the Unnamed University A proposal?

Answer: Part II, Section III.2.A. Eligible Principal Investigators states: “The application may also include Co-Principal Investigators (Co-PIs), individuals with the skills, knowledge, and resources necessary to make a significant contribution to the project.”

The inquiry states you have significant contribution in the project. If you are making a significant contribution to the project and will be serving as a Co-PI in the project, then in accordance with section III. 2.A of the NOFO:

a) A PI may not be a Co-PI on another application in response to this announcement.

b) An individual can only be proposed as a Co-PI within one (1) application in response to this announcement.

3) I’m applying for the NRC 2024 Research and Development Grant opportunity, but I am confused about the starting date. On page 1 of the NOFO, it says that the earliest anticipated start date is 09/30/2024. But on page 22, refers to an estimated award date of 11/31/2024.

1 Some of the questions received and answers provided have been edited/rephrased for clarity.

Question: If would be greatly appreciated if you could kindly let me know which one is the actual preferred starting date?

Answer: The NRC is using a staggered approach to award the FY24 awards. The awards will be made between September 30, 2024 – November 31, 2024.

4) I am reaching out for clarification regarding the Other Program-Related Expenses on page 12/44 of the U.S. Nuclear Regulatory Commission (NRC’s) NOFO 31310024K0001, specifically the NRC’s Annual Regulatory Information Conference

(RIC).

Question: Please could you let us know if attendance at this meeting, whether it be virtual or in-person, is required each year for an NRC award recipient?

Answer: Attendance to the NRC’s Annual Regulatory Information Conference (RIC) is not required. But if awardees attend the RIC, the travel costs would be considered an allowable expense under the grant.

5) Question: If the lead and sole applicant is an MSI, should we still complete the section of the application that is related to partnerships with a minority serving institution? If we should still complete this section, is it appropriate to discuss how, as an MSI, we plan to utilize our MSI status? Also, should we upload our MSI designation letter (from the Department of Education) as documentation of our MSI status?

Answer: Criterion 5 under the section “Selection Criteria” is strictly for partnerships with MSIs. Since your proposal would not be partnering with other MSIs, you could state “N/A” for this criterion.

6) I have a Co-PI who is planning to submit as a sub-award to another higher education institution in the University Nuclear Leadership Program, Research and Development Grant, Fiscal Year (FY) 2024 (31310024K0001). On page two of the NOFO, it indicates only two applications per institution are allowed.

Question: Is this limitation only for lead institutions (not potential sub-recipients)?

Answer: Yes, the limitation to submit no more than two (2) applications in response to this announcement is for lead institutions.

7) I am preparing a proposal submission to the NRC and was wondering if the current and pending support can be downloaded from the sciENcv platform. This will yield a PDF file that has several items listed for each current and pending project.

Question: Or do we need to have a Word file with the same font and margin requirements as the other documents (Arial, 11 pt, 1 inch margins)?

Answer: The sciENcv platform PDF file generated may be submitted to satisfy the Current and Pending Support requirement.

8) Question: Faculty member is asking if they would be permitted to provide a Current and

Pending that was generated in SciENcv (NSF format)? This wouldn't necessarily follow the standard formatting specified in the solicitation (such as font type/size of Arial 11 pt.).

Is this allowable?

Answer: The Current and Pending Support generated in sciENcv (NSF format) may be submitted to satisfy the Current and Pending Support requirement.
