Safety Management Inspection Request for Information (RFI)/Sources Sought Notice
DESCRIPTION
This requirement is for the United States (U.S.) Department of Transportation (DOT), Federal Transit Administration’s (FTA), Office of Transit Safety and Oversight (TSO). TSO administers a national transit safety program and monitors program compliance to ensure safe, reliable, and equitable transit service in accordance with FTA policy and regulatory requirements. The safety of the nation’s public transportation systems is the Federal Transit Administration’s (FTA) top priority. The Bipartisan Infrastructure Law (Infrastructure Investment and Jobs Act of 2021), authority found in 49 U.S.C. § 5329, grants the FTA the authority to establish and enforce a regulatory framework for public transportation safety and authorizes an enhanced State Safety Oversight (SSO) program, including the 5329 Federal grant programs. In implementing the Bipartisan Infrastructure Law (BIL), the FTA continues to develop and require stronger and more effective public transportation safety programs overseen by qualified and adequately resourced State agencies. The FTA is also expanding its direct oversight of the public transportation industry, including the nation’s largest rail transit systems. TSO has identified the need for contractor assistance in support of the FTA’s mission in achieving the highest practical level of safety and oversight for all modes of transit.
