About this file

This is a Questions and Answers document for federal contract opportunity Notice ID 037378 for Digital Fires System Engineer (DFSE) services. The document does not address specific response dates, award dates, or pricing amounts, as it comprises clarifications to an existing solicitation rather than standalone procurement terms.

The primary service requirement involves providing daily on-site technical support Monday through Friday from 0800 to 1700 hours, primarily at Fort Hood Texas (3 CORPS) with travel requirements to Fort Bliss, Fort Riley, and the National Training Center (NTC), funded under separate travel CLINs. This is a new contract requirement established to fill a capability gap created by the cessation of in-house government services previously performed by CECOM Field Service Representatives. The Government will award a firm-fixed-price contract. Performance standards include a 2-hour response time and 90 percent resolution within 24 hours, with weekend and federal holiday calculations dependent on CORPS/Divisions operations and exercises. The contractor must provide minimum 20 contact hours of training monthly using a contractor-developed training plan and maintain Government-Furnished Equipment (computers, network services, and digital fire support-related equipment listed in Technical Exhibit 4), reporting any loss or damage immediately. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology with no trade-offs between technical approach and price if the technical quotation receives a "Pass" rating. Past performance references can be included in personnel resumes with no recency requirement specified, and subcontract or key personnel past performance will not be considered. Key personnel may hold interim security clearances during a 90-day allowance period, though the document raises an unresolved question regarding coverage lapses if clearance is ultimately denied.
