Contract Summary: Texas Department of Transportation Highway Safety Improvement Project
This is a bid proposal document for a construction contract issued by the Texas Department of Transportation (TxDOT) for hazard elimination and safety improvements on FM 2046 and various roadways in San Patricio, Kleberg, Aransas, Live Oak, and Karnes Counties, Texas. The project involves installation of reflective pavement markings, prefabricated rumble strips, pavement markers, and elimination of existing conflicting markings across multiple locations. The work is classified as a Federal Aid Project (Control 0371-05-022, Project STP 2026(755)HRR) with an estimated contract value based on unit pricing for approximately 23 line items, including mobilization, barricades and traffic handling, portable changeable message signs, truck-mounted attenuators, and various types of pavement markings measured in linear feet, each units, or day rates. The project must be completed within 36 working days. Bidders are required to acknowledge receipt of all addenda (up to five addenda are referenced) prior to bid opening, as failure to do so will result in the bid not being read. A proposal guaranty of $12,000 is required in the form of a cashier's check, teller's check, bank money order, or bid bond.
Bidding is open to contractors who submit satisfactory audited financial statements and experience questionnaires at least ten days prior to the letting date. Unit prices must be submitted for each pay item in accordance with Item 2 of the standard specifications, either by computer printout or handwritten format. The contract incorporates TxDOT Standard Specifications (revised September 1, 2024) and multiple special provisions addressing nondiscrimination, certification of nondiscrimination in employment, on-the-job training, cargo preference requirements, schedule of liquidated damages, Davis-Bacon wage rates, and various federal requirements including FHWA Form 1273 compliance. A 0% Disadvantaged Business Enterprises (DBE) goal is established for this project. Contractors must comply with E-Verify employment verification requirements, provide conflict of interest certifications, and certify non-involvement with foreign adversaries. The project includes provisions for material-on-hand (MOH) requests and force account contingency work for traffic control enhancements approved by the engineer. Construction speed zones will be established, and all pavement markings must comply with the latest Texas Manual on Uniform Traffic Control Devices (MUTCD).
