About this file
This is a Class Justification and Approval (CJ&A) document for a sole-source contract award issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD).
NSWCDD is awarding a five-year Blanket Purchase Agreement (BPA) to Keysight Technologies, Inc. for evaluation, repair, and calibration services for proprietary measurement and test data collection equipment. The total estimated contract value is not specified due to redactions, with individual calls capped at $250,000 and projected costs provided annually across fiscal years 2027 through 2031. Delivery is required by November 29, 2026. The justification for sole-source award under 41 U.S.C. § 1901 cites the proprietary nature of the Keysight equipment, which is essential to the government's program requirements for testing and validating functional requirements. The equipment undergoes continuous wear requiring frequent replacement and calibration services; the Calibration Laboratory previously managed these services internally but lacks capacity and equipment, resulting in 60- to 75-day procurement timelines that impact program schedules. Market research confirmed no authorized resellers or alternative vendors can provide the required services. The contracting officer determined the anticipated costs are fair and reasonable, and NSWCDD has no current plans to compete future contracts for these services, though it will reassess if other sources emerge. The CJ&A was approved by NSWCDD Legal Counsel on April 28, 2026, and by Contracting Officer Amanda M. Marcella on May 4, 2026.
