JUSTIFICATION AND APPROVAL
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a sole source basis for critical equipment to be used by the Sites Planning and Tools (V52), and Integrated Warfare System Laboratory (IWSL), manufactured by Advanced Simulation Technology, Inc. (ASTi).
3. Description of Supplies/Services
The following hardware, manufactured by ASTi, Inc. is required:

Delivery is expected 120 days after receipt of the order.
The Government's minimum needs have been verified by the certifying technical and requirements personnel.
The estimated cost of the proposed contract action is $703,835.00. The type of funds to be used for this procurement is Fiscal Year 2023 Other Procurement, Navy, funds.

4. Statutory Authority Permitting Other Than Full and Open Competition
41 U.S.C. 1901 as implemented in FAR Subpart 13.5.
5. Rationale Justifying Use of Cited Statutory Authority
The Combined Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) program requires these hardware parts which is a subset of equipment being procured by in order to meet current Initial Operational Capability (IOC) and Ready for Training (RFT) dates set forth by the CIAT program sponsor, Naval Sea Systems Command (NAVSEA) Surface Training Systems (STS) Program Office (PMS-339). The procurement of these ASTi Systems and software is required to outfit the Reconfigurable Combat Information Center (CIC) Trainer (RCT), which is being installed at Naval Base San Diego (NBSD). The RCT is the Integrated Air & Missile Defense (IAMD) specific subset of the Combined IAMD and Antisubmarine Warfare (ASW) Trainer (CIAT). The RCT4 is being installed under direction of PMS 339 to meet increased IAMD training. The ASTi equipment has proven to represent the shipboard environment with enough granularities to support the required objective quality evidence needed to support the certification. The audio system is utilized by all training centers supported by CIAT. In order to maintain compatibility with the existing system, the requested hardware must be compatible in all aspects (form, fit and function) with the existing hardware. In addition, no other products can perform the functions that these ASTi systems and software does and no other products are certified to do so onboard Aegis ships. Using any other product would decertify the AWS program onboard Aegis ships. Use of another vendor’s products would also require unbudgeted and unanticipated system integration, operability, functionality, form fit re-design and testing of the current architecture causing a complete redesign of the existing system.
That would result in an unbudgeted and unanticipated substantial duplication of costs, estimated at $3,500,000.00 for over 1,000 direct productive person hours, to the government in testing, training, development and cause unacceptable delays, estimated at 18 months, to program schedules and fielding. In addition, the sites currently have over $7,500,000.00 worth of ASTi components installed; therefore, utilizing another manufacturer’s products would result in incompatible switching components that would not be Information Assurance (IA) and cybersecurity compliant at the sites. Proprietary data limits competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research conducted included contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements; reviewing the results of recent and previous market research; discussions with program subject matter experts; performing internet searches, contacting the original equipment manufacturer, ASTi, and obtaining a market research quote. The above market research and the review of the manufacturer’s compatibility and system specifications revealed that these products would be the only solution compatible with the production suite. Contact with ASTi, a small business concern, has verified that although they do have multiple authorized resellers, these specific products are proprietary.
The proposed contract will be synopsized on the SAM.gov website.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than ASTi to provide the required equipment.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
