Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-23-AP-2058

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Cincinnati VA Medical Center (539), 539-23-2-775-0322

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

CEPHEID Xpress is a waived platform. It has an EUA for SARS-CoV-2. It detects SARS-COV-2 by PCR.

Cepheid provides their own reagents for the Cepheid Xpress instruments. The laboratory at the Cincinnati VAMC is already receiving the cartridges that are used for these assays.

This quote includes the pricing for both the Covid-Flu-RSV Plus cartridge and the COVID only Plus cartridge. This instrument is meant to provide rapid and consistent testing to accommodate Veter.

The estimated value of the proposed action is $ 179,370.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This technology is already being used by the Cincinnati VAMC Laboratory. This will allow for proper distribution of cartridges for the SARS-CoV-2 assay that are already in use. The OEM retains proprietary licensing and has not authorized other vendors for distribution.

4. Description of market research conducted and results or statement why it was not conducted:

VetCert search using NAICS Code 325413 resulted in sixty-eight (68) SDVOSB, and three (3) VOSB vendors found. DSBS search using NAICS Code 325413 and keywords “reagents,” resulted in five (5) SDVOSB, and one (1) VOSB vendors found. However; the OEM, Cepheid, is a large business with proprietary licensing with no authorized distributors available for these items.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
