STATEMENT OF WORK/REQUIREMENTS DOCUMENT

Title: Electrical Low Pressure Cascade Impactor for Real-Time Aerosol Particle Size and Concentration Measurements Requesting Lab: Engineering Laboratory

I. BACKGROUND INFORMATION

The Engineered Fire Safety Group of the Fire Research Division (FRD) in the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) studies research problems where smoke characterization is needed, including: smoke dynamics, materials flammability, fire dynamics, fire detection systems, smoke detector modeling, smoke detector performance evaluations, aircraft fire detection, spacecraft fire detection, smoke particle size distributions, smoke light scattering properties, fire modeling, and wildland-urban interface fires. The FRD requires an electrical low pressure cascade impactor to provide real-time measurements of aerosol particle size and concentration of gas samples from fire experiments.

II. Purpose/Objective:

The purpose of this acquisition is to obtain one (1) Electrical Low Pressure Cascade Impactor for Real-Time Aerosol Particle Size and Concentration Measurements (i.e. Cascade Impactor) to gather continuous aerosol size distribution and concentration data that classifies particles by inertial size in a cascade impactor meeting the technical specifications below.

III. Description of Required Products The Contractor shall provide a quantity of (1) real-time particle size spectrometer and mass concentration monitor (Cascade Impactor), inclusive of FOB Destination meeting the minimum specifications identified in this document. Aerosol characterization is needed for smoke generated from burning vegetation, structures, and other items, as well as for well-characterized aerosols generated in the lab for validation. A continuous impactor size distribution output covering a wide size range (~0.01 µm to ~10 µm) is needed to be able to monitor changes in the smoke size distribution that occur with particle aging (due to coagulation), which cannot be captured with a time-averaged cascade impactor.

IV. MINIMUM REQUIREMENTS

The Contractor shall provide a system that meets, or exceeds, the minimum technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Line Item 0001:

Description: Electrical Low Pressure Cascade Impactor for Real-Time Aerosol Particle Size and Concentration Measurements Quantity: 1 A. Technical Specifications

a. Ability to classify aerosol particles by inertial size using a cascade impactor and electrical detection of charged particles

b. Has a minimum size resolution of 11 cascade stages, spanning a particle size measurement range between 0.01 µm to 10 µm

c. Contains data processing software that can increase size resolution by at least 10x the number of stages

d. Time-resolved particle size and mass concentration output at a rate of 1 Hz or higher

e. Has concentration measurement sensitivities for the following stage sizes:

i. For the ~0.01 µm stage: 10-3 µg/m3

ii. For the ~10 µm stage: 11 µg/m3

f. One-time calibration provided for the stage sizes

g. Includes removable sample collection plates for each stage for post-measurement characterization

h. Includes sintered collection plates for each stage to prevent overloading and particle bounce

i. Includes a pump to pull 10 L/min flow through the instrument

V. DELIVERY TERMS

Delivery shall be F.O.B Destination and shall occur within 10 weeks from award.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall initially arrive for delivery and truck inspection at the NIST Shipping and Receiving address identified below.

National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899-0001

The final delivery location is identified below:

National Institute of Standards and Technology 100 Bureau Drive Building 224, Room A262 Gaithersburg, MD 20899 C/O Amy Mensch

Delivery shall occur at a mutually agreed upon date between the contractor and the NIST technical point of contact (TPOC). The contractor shall NOT deliver any items until the delivery date has been agreed upon in writing, and the contractor has received written approval from the NIST TPOC to proceed with delivery. Contractor failure to acquire written approval from NIST prior to shipping products shall release the Government of any liability and may result in the delivery being disallowed onto NIST’s campus. NIST is a controlled-access facility, therefore delivery personnel must be a U.S. citizen or a U.S. permanent resident.

The Contractor shall comply with the NIST Visitor and Contractor Protocols for Mitigating COVID-19 Exposure on NIST Campuses as identified at this link: https://www.nist.gov/about-nist/visit/nist-visitor-and-contractor-protocols-mitigating-covid-19-exposure-nist-campuses

VI. INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 7 business days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. NIST will inspect the Cascade Impactor to ensure conformance with the requirements identified in this Statement of Need. The Cascade Impactor must operate in accordance with the specifications listed in the Statement of Need. If all other requirements are met, the product shall be accepted.

VII. WARRANTY

The contractor shall provide a commercial warranty on the entire system in accordance with the Original Equipment Manufacturers’ (OEM) standard commercial item warranty and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government.

VIII. PAYMENT SCHEDULE

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1.100% after receipt and acceptance by the TPOC of fully delivered system.
2.The Government anticipates inspection will occur upon:
a.After the testing procedures set forth in this document have been completed.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
