About this file
This is a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed-Price contract for braille mailing containers issued by the Library of Congress, National Library Service (NLS).
The Library seeks two types of reusable braille mailing containers: standard-size (12"W x 13"L x 4"H) and large-size (12"W x 19"L x 4"H) containers, with estimated quantities of approximately 80% standard and 20% large. The contract covers a base period from July 21, 2026 through July 21, 2028, divided into two ordering years with separate pricing. The minimum contract value is $25,000 and the maximum is $600,000. Contractors must provide preprinted text and imaging on all containers, submit preproduction control samples (five standard and five large) within 45 days for approval, and perform all inspections and testing before full production commences. Production must be completed and delivered within 12 months to one of three NLS locations (headquarters in Washington DC, Multi-State Center East in Ohio, or Multi-State Center West in Utah), with all shipments FOB destination. All pricing must be fully burdened and include shipping and warranty costs.
Offers are due June 30, 2026 at 5:00 PM Eastern Time and must include four volumes: preproduction samples, technical approach and quality assurance plan (limited to 15 pages), past performance questionnaires (maximum three references), and completed pricing schedule. Evaluation will be based on sample conformity to specifications, technical approach feasibility, past performance, and price using a best-value trade-off analysis. The contractor must maintain ISO 9001 certification for quality assurance and provide a 12-month warranty on all delivered containers. The solicitation is unrestricted (not set aside for small business or other designated categories) and requires registration in the System for Award Management (SAM) prior to award.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
STATEMENT OF WORK
BRAILLE MAILING CONTAINERS
IDIQ – FY26 NEW
C.1. BACKGROUND
The National Library Service (NLS) produces books and magazines in braille and audio formats for individuals who are unable to read standard print due to visual or other physical disabilities. Most of these books and magazines are circulated to patrons through the mail. Braille books are primarily distributed in multi-volume format to libraries and utilize braille mailing containers for shipment to individual patrons.
C.2. SCOPE OF WORK
The contractor shall furnish two types of braille mail containers in accordance with the requirements set forth in this contract. The total quantity is estimated to consist of approximately eighty percent (80%) standard-size mail containers and twenty percent (20%) large-size mail containers. The contractor shall apply all required preprinted text and/or imaging to each braille mail container as specified. Prior to full production, the contractor shall produce and submit preproduction control samples in both standard and large sizes for inspection and approval by the Library. The contractor shall perform all necessary inspection and testing of preproduction samples to ensure compliance with contract requirements before proceeding to full production. Upon receipt of written approval from the Library, the contractor shall proceed with the full production of braille mail containers. All production units shall confirm the approved samples and contract specifications.
C.3. REQUIREMENTS
C.3.1 Two (2) Types of Braille Mail Containers: Standard and Large
The contractor shall produce two types of reusable braille mailing containers that conform to the specified requirements as defined in Attachment J1-Braille Volume Mailing Container Requirement document. The images below are for general reference and show the front of the containers. The images shall feature pre-printed text, which will be provided by NLS.
