About this file

Attachment J1 is an example Project Management Plan (PMP) template for the Library of Congress' Synthetic DNA Data Storage project (Solicitation 030ADV25R0036). The template outlines a comprehensive plan for transferring a designated selection of the Library's digital collection onto synthetic DNA to evaluate its feasibility as a long-term storage solution. Key project requirements include developing techniques for indefinite DNA storage, accurately encoding and reading selected data, demonstrating process scalability, and employing validation methods to determine writing accuracy and error rates.

The template provides a structured framework for managing the project, covering critical areas such as project scope, assumptions, constraints, dependencies, deliverables, milestones, risk management, communications plan, change management, schedule management, subcontractor management, quality control, and organizational structure. The project aims to encode 1.5GB of digital data in various formats (video, audio, images, text) onto synthetic DNA, with a focus on error detection, process documentation, and potential long-term preservation strategies. The project will culminate in a ceremonial display of stored data in support of the 250th anniversary of the Declaration of Independence signing.

The contractor shall develop and implement a comprehensive plan to transfer a designated selection of the Library’s digital collection onto synthetic DNA to determine the feasibility of the Library utilizing this method as a long-term storage solution. The contractor shall provide techniques for indefinite storage of encoded DNA, accurately identify specific data selected by the Library from the encoded DNA, accurately read items selected by the Library, display the scalability of their processes, and employ validation methods to determine the accuracy of the writing process (error rates).
Assumptions
List the known assumptions of the project and the proposed approach to providing requirements. Assumptions cannot conflict with meeting the requirements of the SOO or with the clauses of the contract.
