About this file

This document is an Amendment (0001) to a Library of Congress solicitation for IT Auditing Services Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The amendment, dated 03-27-2025, makes three key modifications: 1) attaching J-6 Questions and Answers to Section J, 2) revising Attachment J-1 Price Schedule, and 3) revising Section L. The solicitation seeks an independent firm to conduct audits, evaluations, and reviews of Library Information Technology (IT) for the Office of the Inspector General.

Key submission requirements include electronically submitting a technical proposal and price proposal via email to Ramon Samuel by the response date, with a maximum 75-page technical proposal. The Library anticipates awarding approximately three contracts and requires offerors to demonstrate expertise in Government Auditing Standards and CIGIE Standards for Inspections and Evaluations. Offerors must provide corporate experience with at least three relevant projects from the past five years, key personnel resumes, management and staffing plans, and blind customer performance feedback. The solicitation allows for potential subcontracting and requires detailed documentation of past performance and technical capabilities.

L.1 Clarifications and Questions

Inquiries concerning any areas that require clarification or correction must be submitted in writing via email to Ramon Samuel at rsamuel@loc.gov with a copy to Moji Adejuwon at moad@loc.gov no later than, 12:00 PM (noon) March 19, 2025. Answers to questions of a substantive nature will be posted as an amendment to the solicitation.

L.2 Multiple Award

The Library anticipates awarding approximately three (3) contracts as a result of this solicitation. The Library reserves the right to award more or less.

L.3 Submission of Proposals

All proposals must be submitted electronically via email to Ramon Samuel at rsamuel@loc.gov with a copy to Moji Adejuwon at moad@loc.gov, no later than the response date specified in this solicitation. Offerors must comply with the submission instructions in this solicitation. If the proposal does not comply materially with the submission instructions, the Library reserves the right at its discretion to determine that the offeror is ineligible for award.

Email Submission Requirements: The email must include the solicitation number 030ADV25R0017 in the subject line.

The maximum size file allowed through the Library’s email system is 20MB. In addition, certain files might need to undergo a conversion to be accepted by the Library’s servers. This conversion increases the file size by 30% to 40%, therefore, please take this into consideration, when determining file sizes. The Library’s email system cannot accept files greater than 20MB. If needed offeror may send the proposals in multiple emails but must ensure they are all clearly identified. Offeror must not submit zipped or locked files. Offers submitted through e-buy will not be accepted.

Content of Proposals

Offeror must submit a proposal package that includes two separate electronic files as described below:

- Technical Proposal

- Price Proposal

Each file must include the solicitation number and UEI number. Price must not be included in the Technical Proposal and the Technical Proposal must not refer to pricing. The technical proposal must not exceed 75 pages total. A page is defined as letter size (8.5″ × 11″) with at least one-inch margins on all sides, using not smaller than 12-point type.

1) Technical Proposal The Technical Proposal shall address all requirements of the solicitation and must not refer to or include price. Offeror shall provide the following information for this section:

A. Technical Approach - IDIQ:

- Describe offeror’s audit planning processes, work paper documentation and gathering of audit documentation.

(ii) Quality Assurance: Offeror shall provide information on how offeror will ensure quality standards and quality control are met while conducting audits.

C. Management and Staffing Plan:

(i) Offeror shall provide a proposed management and staffing plan for the provision of services under the contract and Sample Order. The plan must:

o Include the processes offeror will use to ensure the contract and orders are appropriately staffed; and o Offeror shall provide information that shows it has the resources to provide services required under the contract.

iii. A description of how the experience demonstrates offeror is capable of providing the services required in the solicitation and has experience providing services of similar size and scope as described in this solicitation

iv. If applicable, offeror’s overall management of a subcontractor(s) used for the efforts described above and how the relationship provided quality services to the customer.

Forms received late or submitted directly to the Library by the offeror will not satisfy the requirement for blind customer information and will not be accepted.
