About this file
This document is an Attachment J-6 Questions and Answers for Solicitation 030ADV25R0015, containing 51 questions and responses related to a Library of Congress Office of the Inspector General (OIG) audit services Indefinite Delivery/Indefinite Quantity (IDIQ) contract opportunity. Key details include technical proposal requirements such as a 75-page maximum length, mandatory inclusion of resumes for key personnel and other staff positions, and clarifications about proposal submission formatting. The document addresses various technical and administrative questions, including work location expectations (primarily in-person meetings), security clearance reciprocity, past performance submission methods, and labor category definitions.
Responses indicate this is a new contract solicitation, not a GSA Schedule procurement, with a sample order included for evaluation purposes only. Offerors are expected to provide detailed technical approaches for both the IDIQ and sample order, with flexibility to cross-reference common requirements. The Library of Congress will review proposed prices for reasonableness and allows offerors to propose additional labor categories beyond those listed. Notable requirements include specific experience levels for audit personnel, compliance with Government Auditing Standards, and handling of Controlled Unclassified Information (CUI). The solicitation emphasizes the need for independent audit, evaluation, and review services, explicitly excluding financial statement and IT audits.
