Library of Congress Solicitation 030ADV24R0060 Braille Proofing and Transcription Recompete
Questions and Answers
Question 1 Does the Library consider it a conflict of interest if an interested party is a Library contractor for the digitization of these or similar braille materials?
Answer 1 No, the Library does not consider this a conflict of interest.
Question 2 Does the contract require that the vendor be in the Washington D.C. area?
Answer 2 No, the contractor does not need to be physically located in D.C.
Question 3 Does the Library have any challenges or concerns with the requirement that are not being met in the performance of the existing multi-award IDIQ contracts?
Answer 3 No, the Library is simply allowing more interested businesses (and people who operate as a business) a chance to join our contract to provide braille music transcription and proofreading.
Question 4 The solicitation document mentions pricing attachment J2 but the posting includes pricing attachment J1. Are these one in the same?
Answer 4 Yes, this was a clerical error. The recompete for these services is using the included attachment J1 for pricing. No other attachments are required for this competition.
Question 5 Under Section C7 – I am assuming that we would be reimbursed the price of the contractor purchased materials?
Answer 5 Any contractor-purchased materials are limited to purchase of the books that require transcription. Most of the times, we will provide the books to be transcribed, but occasionally transcribers found it more efficient to purchase them themselves. Generally, they are not reimbursed unless NLS does not already have the book to send.
Question 6 Under section C.4.1 – if we are every asked to ship materials (whether it is shipping hard copy print back, or hard copy braille), does this also get reimbursed? Or are we expected to calculate shipping fees into our per braille page pricing?
Answer 6 For transcription contracts, the braille files created by the contractor will be sent electronically, so no shipping costs are involved there.
For proofreading contracts, our braille scores must be returned. They can be shipped back with free matter for the blind.
