About this file
This document is a Questions and Answers (Q&A) document related to Solicitation #030ADV24R0033 for Braille Book Production by Patron Demand issued by the Library of Congress.
The solicitation seeks a contractor to provide embossing, binding, and distribution of braille material from master braille (.BRF) and/or tactile (.CDR/PDF) files. The Library of Congress prefers comb/spiral binding but will also accept saddle stitch. The tactile graphics can be produced using Tiger embossing and/or microcapsule Swell graphics. The resulting contract will be a firm-fixed-price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, with the Library reserving the right to award a single or multiple-award IDIQ. The Q&A document provides clarification on acceptable binding methods, tactile graphics requirements, and lack of historical spend data due to the program being in a pilot phase with funding at the discretion of Congress.

SOLICITATION # 030ADV24R0033
Questions and Answers Document
Question 1: For finishing, are we able to produce as a saddle stitch, or is the comb/spiral firm?
Answer 1: Although NLS prefers the comb/spiral, either is acceptable.
Question 2: Can you provide clarity on C.2.0.2 – the microcapsule digital tactile graphics. Are these Swell graphics?
Answer 2: Yes, these are Swell graphics. NLS wants the ability to emboss with Tiger and/or microcapsule with Swell.
Question 3: What was the annual spend in the past two years for this program?
Answer 3: The Library of Congress is not providing this information at this time, as the demand for the program during the pilot phase exceeded the available congressionally appropriated funding. In addition, the approved funding availability is at the sole discretion of the United States Congress. As a result, providing this information would not be an accurate representation of any potential work to be performed, as it will depend heavily on congressionally appropriated funds. As a further result, your proposal must be priced out on a per-item basis.
Question 4: Is LoC looking for Swell Touch or Tiger graphics for tactile graphics?
Answer 4: Yes, NLS wants the ability to emboss with Tiger and/or microcapsule with Swell. NLS will provide what is needed for production.
