SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Video Lab Video Encoder Replacement
Statement of Work
1. OVERVIEW / BACKGROUND
The primary function of the National Audio Visual Conservation Center (NAVCC) Video Lab is the digitization of video program material. This material can be magnetic tape or optical media based and due to the varied age and provenance, is often comprised of various worldwide broadcast and submission standards such as NTSC, PAL, Secam. The magnetic storage medium can range from 2” open reel tape that was used in the 50’s through the 80’s , Video cassettes like U- Matic, VHS, Betamax and Digi-Beta. All of these media need to be played back into a Video encoder system which is part of the PODS network. The purpose of this system is to convert these various video (and accompanying audio) sources into digital files. These files have to meet the NAVCC standards for encoding, metadata and proxy type. The existing systems are 12-year-old moving image archive encoding systems that use now obsolete hardware encoding hardware as well as computer (PC) based platforms that are no longer supported. The replacement encoders must use a MAC-mini platform. This has become the platform of choice due to its size and cost/performance ratio.
