SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK

National Library Service (NLS) is a free braille and talking book library service for people with temporary or permanent low vision, blindness, or a physical, perceptual, or reading disability that prevents them from using regular print materials. Through a national network of cooperating libraries, NLS circulates books and magazines in braille or audio formats, that are instantly downloadable to a personal device or delivered by mail free of charge.

A toll-free phone line (1-888-NLS-READ) is used to connect the public with NLS and its affiliated network libraries around the United States so that they can learn about the services NLS offers and is an essential means of communication for individuals seeking to enroll in the program. Using this toll-free number has allowed many people who would not have known about our service to discover that it is available, at no cost to them. A significant percentage of users of this phone system will have a visual, physical, or other disability. All considerations for accessibility must be made to ensure that connection and use of the system is easily achieved for these users.

The phone line includes the Interactive Voice Response (IVR) system. The IVR system is an interactive voice recognition and response system that connects callers to NLS, informs the public of the services provided by NLS and subsequently connects callers to a library in their area that cooperates with NLS in providing Talking Book services. In turn, the local libraries will add eligible callers to the program provided by NLS.

This service is available to all eligible residents of this country, as well as those in U.S. territories. The voice response system must be able to connect a caller to any state in the United States, as well as U.S. territories. The Library of Congress intends to use the existing internal recording and voice talent to create .wav file that will be provided for introduction and call tree within IVR system.

The IVR system connects with softphone technology to support a decentralized playback device repair help desk.

Playback device helpdesk technicians are located throughout the country and need a system to manage incoming calls and respond to trouble tickets using toll free number of help desk (1-888-NLS-READ).

NLS periodically conducts national digital advertising campaigns that result in significant increases in call volume to the main toll-free number or through purpose-created toll-free numbers which aid NLS in source tracking and analytics associated with these campaigns. During the run of these campaigns, volume could exceed 8,500 calls per month if the advertising directs interested individuals to call NLS. In order to measure efficacy, these ads are assigned unique “vanity” numbers that will redirect to 1-888-NLS-READ, from two separate phone numbers.

During the term of the contract, call volume could reach 48,000 calls annually plus or minus 25% through the phone inbound and routing to ultimate network library.

Historical Monthly Call Data (These are estimates *only* the Contractor shall fulfill the requirements regardless of whether actual usage is higher than the historical estimate):

January to December 2023: Total Number of Calls – 25,927 (estimate) January to December 2022: Total Number of Calls – 20,526 (estimate) January to December 2021: Total Number of Calls – 29,120 (estimate)

The objective of the toll-free phone line is to provide a free means of communications for individuals seeking information about NLS services.

C.2 Scope

The Contractor shall deliver the platform to provide Interactive Response System (IVR) and Soft-Phone system services, and any subsequent maintenance and voice record services as needed. The platform shall include separate redirect numbers through which calls to the vanity numbers shall funnel to 1-888-NLS-READ, as needed.

C.3 Requirements

C.3.1 Contractor’s Phone System The contractor shall develop a phone system that shall:

C.3.1.1. Transfer calls to up to 100 cooperating regional network libraries serving blind and handicapped individuals in the United States.

C.3.1.2. Transfer callers to any one of the regional libraries specified by the Library of Congress. In the instance where more than one regional library exists, the phone system shall ask the caller to specify a particular library, which are currently two choices. Additional transfer options could be added throughout the life of the contract as necessary based on patron usage and the over NLS direction of the phone tree.

C.3.1.3. Provide continuous 24/7 connection to each cooperating regional library and NLS headquarters phone numbers, and alert the COR if connection is disrupted. The system shall be able to accept multiple calls simultaneously.

C.3.1.4. Include two sets of phone numbers for each of these states typically 1). local 2). toll-free numbers shall be provided to the voice response system vendor by the Library of Congress. One set of numbers shall be a default number (typically a toll-free number) that the system shall use to transfer callers. Includes a second set of numbers (local numbers) in the event that the default phone line is busy. These numbers shall be updated periodically throughout the life of the contract and shall require, in some cases, quick-turnaround changes to the system to accommodate these updates.

C.3.1.5. Track calls for the purpose of daily, weekly, and monthly reporting requirement to NLS.

C.3.1.6. Track approximately 48,000 call volume annually. Call volume subject to change; tracking and reporting volume shall change accordingly. Contractor shall fulfill the requirements regardless of whether actual usage is higher.

C.3.1.7. Include Caller Identification (ID) of each caller into network and be displayed and captured on NLS headquarters phone and voice mail phone system.

C.3.1.8. Accurately capture call durations at each stage of call transfers: capture caller time duration at recording script, initial connection with network library, and during connection with network library until caller’s hangs up.

The system must accurately document call durations at each stage from initial engagement with system, recording script, transfer to network libraries and each transfer within network library.

C.3.1.9. Be capable of adjusting voice recognition to account for regional accents or other enunciation issues to ensure that caller’s communications and intent are understood.

C.3.1.10. Provide either a ring tone or music approved by COR during each stage of transfer process, from initial engagement with system to connection at each stage of transfer. This will inform callers that system is working to connect calls.

C.3.1.11. Provide Spanish language translation validation services. C.3.1.14. Ensure the 1-888-NLS-READ phone line is properly functioning no later than April 29, 2024 and thereafter available to callers 24 hours per day, 7 days per week. Properly functioning is defined as the service successfully enabling the NLS patrons to use this dial in service effectively and properly maintained and serviced at the 99% operating level.

C.3.1.15. Ensure all network library phone lines are functional continually (24/7) and alert the COR immediately if a connection is disrupted. Automated (software) industry standard method shall be employed that shall immediately alert Contractor when phone lines are disconnected.

C.3.1.16. Upon request, Contractor shall perform data review as required by COR in instances the government would like to determine specific or general information from data already collected in order to make informed decisions. Data analysis requests should not exceed 24 reports per calendar year.

C.3.1.17. Integrate an automatic recording giving information about the NLS service to callers from any state in the U.S. (including U.S. territories) must be integrated into the inter-active voice response recognition system.

The contractor shall allow for the caller to select English and Spanish languages, and must be available 24 hours per day, 7 days a week. The contractor shall enable a menu allowing callers to (1) obtain general information about the program, (2) be connected to the NLS Music Section, (3) be connected to playback device virtual decentralized help desk using softphone technology and (4) be connected to any cooperating regional library in the United States (5) capability of defaulting calls over to NLS headquarters Information Section. Recorded scripts (.wav files) will be provided by Library of Congress. The contractor shall enable the telephone system to allow the caller to select an option either by stating a word or by pressing a number on the phone keypad. The voice response system must be able to have the ability to go from one area of the phone tree to another depending on the caller’s input. “Barge in” functionality must be used in instances where callers do not want to wait until the end of the recording to make their selection.

C.3.1.18. Unless utilities which support cooperating regional network libraries are disrupted, the phone system, including each “transfer” line to state and regional libraries, must remain operational continuously.

C.3.1.19. If required by the COR, database analysis must be performed to resolve performance or results issues.

Data review shall be required in instances where the government would like to determine specific or general outcomes from data already collected in order to make informed decisions. Data analysis requests should not exceed 24 reports per calendar year.

C.3.1.20. The current toll-free line (888-NLS-READ) must be used for this purpose.
