For a position to be in the Senior Level Executive System (SLES), it must minimally exceed the classification standards governing GS-15 of the general schedule. In addition, the position’s incumbent must be responsible for at least one of the following:
1. Directing an organizational unit;
2. Accounting for the success of one or more specific programs or projects critical to the mission of the agency;
3. Monitoring and evaluating progress being made in achieving organizational goals, adjusting strategies as necessary; or
4. Exercising important policy-making or other executive functions, which may include serving on the most senior management teams of the Library’s service units.
C.2. SCOPE
The Contractor shall identify candidates to fill executive positions at the Library and provide relevant information to support and assist in recruiting efforts for executive positions.
C.3. REQUIREMENTS
C.3.1 Conduct Kickoff Meeting https://www.usajobs.gov/
The Contractor shall conduct a kickoff meeting with the Contracting Officer Representative (COR) and project stakeholders after the task order award to include agenda, draft executive search approach document and initial project schedule. The output of the kickoff meeting will include meeting minutes with discussion points, action items, and next steps. The Contractor shall provide a list of pertinent questions to be provided to stakeholders prior to the kickoff meeting and discussed during the kickoff meeting to aid in their recruitment efforts.
C.3.2 Submit Final Executive Search Approach Document
The Contractor shall submit a final executive search approach document to be reviewed and approved by the COR and project stakeholders. The approach document may include the recruitment process outline with creative methods to identifying potential candidates, identification of success factors for recruitment within the public sector and methods for gathering feedback and managing candidates’ expectations. It also includes estimate of time duration for the entire process, dependencies, resources and tools for recruitment and methods of communication to recruit the targeted candidate as well as identification of next steps.

The Contractor shall identify online and print publications and other forms of communication that are the best vehicles for making potential candidates for the position aware of the opening and encouraging them to apply:
• The Contractor shall provide to the Library a list of print and online media, as well as other forms of communication, that the Contractor has concluded, based on research and consultation, are the vehicles for making qualified potential applicants aware of the opening for the positions, to help ensure that qualified candidates from a nationwide pool of potential applicants apply for the positions.
• The list shall include names and addresses of contacts at these publications, the publication’s rates and procedures for advertising, and a short description of their target audience(s). List may include other forms of communication beyond formal publications. The list must be ranked in order of importance and or expected effectiveness of the publication for fulfilling the requirements of the Firm Fixed Price Task Orders.
C.3.6 Contact Suitable Candidates to Raise Awareness of the Position:
• The Contractor shall contact suitable candidates by phone and email and raise their awareness of the positions; use existing databases or other sources of information to identify likely applicant; answer questions about the Federal hiring process and the procedures used in it to facilitate applications by the largest possible number of qualified candidates; and track and report on all contacts.
• The Contractor shall provide a list in Microsoft Excel format of suitable candidates and establish methods of communication by which potential candidates for the position can receive information about the position and the Federal hiring process. Such methods of communication may include contacts by telephone email, or personal meetings. The list shall include a preliminary indication of the suitable candidates, names, contact information, how the contact was made and intentions to apply for the positions via USAJOBS vacancy announcement.

• The Contractor must identify to the contracting officer any conflicts of interest, actual or potential, that may reasonably be expected to arise in performance of this contract. The contractor must provide a detailed written description of the conflict of interest and a plan explaining any and all steps the Contractor will undertake to avoid or mitigate the conflict.

The Government will award one or more Blanket Purchase Agreements (BPA) resulting from this solicitation to the responsible offeror(s) that provides the best value to the government. 1. Technical Approach & Expertise. The Library will evaluate the firm’s technical approach, to include their project plan, to assess the degree of understanding of the work and feasibility of completing each of the requirements in Section C of this solicitation. Proposed project manager resumes will be verified to ensure five (5) years of experience in executive recruitment and project management.
2. Past Performance. The Library may review records contained in (CPARS) and other sources to assess the likelihood that an offeror can successfully perform the required work. The offeror will be evaluated neither favorably nor unfavorably on past performance if no relevant information on past performance is obtained by the Library.
3. Price.
The Library will evaluate price by multiplying the proposed Talent Acquisition Fee by an estimated quantity of searches per CLIN, and sum the total of all CLINs to establish a Total Evaluated Price for the deliverables identified in the solicitation.
