A. PROGRAM DESCRIPTION

The Library of Congress is announcing a Notice of Funding Opportunity (NOFO) to award a grant to a minority-serving higher education institution in support of digital projects that will connect digital Library of Congress materials to the lives and experiences of Black, Indigenous, or other communities of color across the United States. This funding opportunity is authorized under an Andrew W. Mellon Foundation Grant. The resulting award will be subject to the Library of Congress Regulation (LCR) 7-310 and provisions of 2 CFR 200 – Uniform Administrative Requirements, Costs Principles and Audit Requirements for Federal Awards as indicated.

A.1 Background The Library of Congress is the largest library in the world, with millions of books, recordings, photographs, newspapers, maps and manuscripts in its collections. The Library has dedicated significant resources to collecting born-digital materials and digitizing its tangible collections. The Library’s Digital Strategy (www.loc.gov/digital-strategy) outlines the ways that technology and digital approaches can enable the Library to meet its goal of ensuring that “All Americans are connected to the Library of Congress.” The Library’s mission is to engage, inspire, and inform Congress and the American people with a universal and enduring source of knowledge and creativity.

Connecting Communities Digital Initiative: The Library of Congress was awarded an Andrew W.

Mellon Foundation grant titled “Of the People: Widening the Path” to fund a new, multi-part initiative to connect more deeply with Black, Indigenous, and other communities of color by exposing successful applicants to the Library’s expansive collections, using technology to enable storytelling and offering more internship and fellowship opportunities. Part of that grant establishes the four-year Connecting Communities Digital Initiative (CCDI). Through CCDI, the Library will fund two grant programs for applicants to create digital or digital/physical interfaces, publications or exhibits that incorporate Library of Congress digital materials into resources that meet local community needs and a third program that will support a Scholar artist in Residence. (This NOFO is open to institutions of higher education. A second NOFO (030ADV21R0215), available at http://blogs.loc.gov/ofthepeople/2021/09/ccdi-grant-lam/ , is open to libraries, archives, museums, and community archives.) A third NOFO (030ADv21R0696) will support a Scholar or Artist in Residence (information available at http://blogs.loc.gov/ofthepeople/2021/09/ccdi-grant-asr/). Across all three, our aim is to support work that uses digital Library collections to enrich the American story and speak to the perspectives and experiences of underrepresented communities.

Higher Education: In support of the Library’s Digital Strategy and its goals of throwing open the treasure chest, connecting, and investing in the future, and the goals of CCDI to use digital approaches and technologies to connect with members of racial and ethnic minority communities, this program will offer grants to support students, faculty and staff in 2 year and 4 year higher education institutions that http://www.loc.gov/digital-strategy https://blogs.loc.gov/ofthepeople/?p=479&preview=true https://blogs.loc.gov/ofthepeople/?p=479&preview=true https://blogs.loc.gov/ofthepeople/?p=519&preview=true

10/22/2021 3 primarily serve communities of color. The grants will support the creation or maintenance of community stories in digital formats, where those stories would benefit from inclusion of Library of Congress materials. The Library will award one grant for up to $60,000 to a higher education institution to support the development of a digital interface, publication, exhibit, or experimental approaches to bringing digital Library of Congress material together with a course, program, or interest group that will make use of the product for educational purposes at the 2 or 4 year higher education institution. Acceptable proposals may include the development of new technologies, or the adoption of existing technologies. They may also include the integration of new materials into existing projects. They may re-use, re-mix or re-curate Library materials in new ways, in keeping with copyright and other laws.

Funded projects may take a variety of forms, including digital exhibitions, digital publications, digital interfaces, social media campaigns, digital/physical exhibitions, or any creative re-use or remixing or incorporation of digital library materials, in keeping with copyright and other restrictions.

A.2 Purpose The Library of Congress will expand the connections between the Library and diverse communities and strengthen the use of Library of Congress digital collections and digital tools. The Library of Congress seeks to award a grant to support the creative and wide-ranging use of Library collections and the connective powers of technology to serve Black, Indigenous, Hispanic or Latino, Asian American and Pacific Islander or other racial and ethnic minority populations within the United States in sharing stories about America’s past, present, and future.

Projects funded through this program will use items from across the Library’s digital collections, and may describe, display, and re-mix them, in keeping with copyright and other laws, in whatever ways are most valuable to their own context. For this grant, technology can be used in simple or in complex ways, and successful applicants may develop new technologies or make use of existing platforms, tools, or approaches, such as social media platforms, or multimedia productions. The important factor in a successful project is the connections it enables in communities, and the impact of the project on its creators, users, and audience.

The following list is meant to inspire, but not limit, possibilities with regards to digital projects applicants might propose.

• A Storymap integrating local newspaper and photographic coverage, found in Library collections and elsewhere, of important spaces in an underserved/minority community’s history that is created as part of a history or writing course.

• A free online primary source collection or course pack on a particular topic designed for use by multiple courses

• A web site that integrates parts of different Library collections that relates to a particular community, and shares the story created by technology students and history students working together.

• A platform that showcases Library materials and community materials associated with a particular community’s traditions or history and invites students to record oral histories to be shared within the community.

• An online video that explains how to do family history traversing Library held materials such as newspapers, manuscript collections, etc. for a particular community.

• An augmented reality visualization that enables students and community members to explore the history of their town through underutilized Library collections.

• A film that documents a journey through Library collections aimed at uncovering a historical mystery associated with a particular community.

A.3 Program Expectations and Deliverables A.3.1 Digital Project

10/22/2021 4

Such permissions, releases and/or other clearances may pertain to, but are not limited to, copyright, right of publicity, right of privacy, defamation, or any other right whatsoever.

A.4 Overview of Selection Process The Library will use a panel review process to evaluate all eligible and complete applications. Panelists are professionals in the Library and/or field with relevant knowledge and expertise in the types of project activities identified in the application. The selecting official will review panel recommendations and make final funding decisions consistent with the purposes of the program’s mission and goals.

Applications will be evaluated primarily for:

• Advancement of program goals

• Feasibility of project outcomes

• Alignment of applicant background and experience

• Reasonableness of costs and likelihood that budget will support project execution

E.2 Notice of Federal Award

Following review, applicants may be requested to revise the project scope and/or budget before an award is made. The Library reserves the right to award without requesting clarification or additional detail on the application.

Once all outstanding issues have been resolved, the Grant Officer (GO) will send a draft Grant Agreement via email to the successful applicant(s) for review, comments and or acceptance to be followed by full execution of the Grant Agreement. The Grant Agreement will include instructions specific to each recipient on how to request payment. If applicable, the instructions will detail any additional information/forms required and where to submit payment requests.

Applicants whose projects are not selected for funding will receive written notice, most often by e-mail, within 60 days of the final review decision.

The successful applicant is responsible for ensuring achievement of the objectives described in this NOFO. Therefore, the applicant must be a responsible entity. The GO will decide whether to subject the applicant to a pre-award survey, and based on the results, will make a determination if the prospective recipient is a responsible entity, whether the prospective recipient has the necessary, experience, accounting, and operational controls, financial resources, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.

Prior to making an award under this NOFO, the Library of Congress may perform a pre-award survey for organizations or individuals that are new to working with the Library or for individuals with outstanding audit findings. Accounting systems, audit issues and management capability questions may be reviewed as part of this process. Depending on its result of the risk assessment, the Library may determine to execute the award, not execute the award, or award with “specific conditions” (2 CFR 200.207). If notified by the Library that a pre-award survey is necessary, applicants must prepare in advance the required information and documents. A pre-award survey does not commit the Library to make an award to any organization or individual.
