A. PROGRAM DESCRIPTION
The Library of Congress is announcing a Notice of Funding Opportunity (NOFO) to award a grant in support of libraries, archives or museums in creatively using technology to incorporate digital Library of Congress materials into new stories that center the lives, perspectives and experiences of Black, Indigenous and other communities of color in the United States. The resulting award will be subject to the Library of Congress Regulation (LCR) 7-310 (Grants and Cooperative Agreements) and provisions of 2 CFR 200 (Uniform Administrative Requirements, Costs Principles and Audit Requirements for Federal Awards) as indicated.
A.1 Background
The Library of Congress is the largest library in the world, with millions of books, recordings, photographs, newspapers, maps and manuscripts in its collections. The Library has dedicated significant resources to collecting born-digital materials and digitizing its tangible collections. The Library’s Digital Strategy (www.loc.gov/digital-strategy) outlines the ways that technology and digital approaches can enable the Library to meet its goal of ensuring that “All Americans are connected to the Library of Congress.” The Library’s mission is to engage, inspire, and inform Congress and the American people with a universal and enduring source of knowledge and creativity.
Connecting Communities Digital Initiative: The Library of Congress was awarded an Andrew W.
Mellon Foundation grant titled “Of the People: Widening the Path” to fund a new, multi-part initiative to connect more deeply with Black, Indigenous, and other communities of color by exposing successful applicants to the Library’s expansive collections, using technology to enable storytelling and offering more internship and fellowship opportunities. Part of that grant establishes the four-year Connecting Communities Digital Initiative (CCDI). Through CCDI, the Library will fund, two grant programs for applicants to create digital or digital/physical interfaces, publications or exhibits that incorporate Library of Congress digital materials into resources that meet local community needs and a third program that will support a Scholar Artist in Residence. (This NOFO represents the program specifically for Libraries, Archives, and Museums. A second NOFO (030ADV21R0227), available at http://blogs.loc.gov/ofthepeople/2021/09/ccdi-grant-he/, is open to minority serving higher education institutions.) A third NOFO (030ADV21R0696) will support a Scholar or Artist in Residence (information available at http://blogs.loc.gov/ofthepeople/2021/09/ccdi-grant-asr/). Across all three our aim is to support work that uses digital Library collections to enrich the American story and speak to the perspectives and experiences of underrepresented communities.
Libraries, Archives, and Museums: This program will support local cultural heritage organizations by enabling storytelling across a range of platforms. Specifically, the Library of Congress seeks to award a grant to a library, archive, museum or community archive to support the design and implementation of digital projects (digital exhibits, interfaces, multimedia productions or publications) that use digital materials from the Library of Congress to engage Black, Indigenous, or other community members of color.
A.2 Purpose
The Library of Congress will expand the connections between the Library and diverse communities and strengthen the use of Library of Congress digital collections and digital tools. The Library of Congress seeks to award a grant to support the creative and wide-ranging use of Library collections and the connective powers of technology to serve Black, Indigenous, Hispanic or Latino, Asian American and Pacific Islander or other racial and ethnic minority populations within the United States in sharing stories about America’s past, present, and future.

9/15/2021 4
Projects funded through this program will use items from across the Library’s digital collections, and may describe, display, and re-mix them, in keeping with copyright and other laws, in whatever ways are most valuable to their own context. For this grant, technology can be used in simple or in complex ways, and successful applicants may develop new technologies or make use of existing platforms, tools, or approaches, such as social media platforms, or multimedia productions. The important factor in a successful project is the connections it enables in communities, and the impact of the project on its creators, users, and audience.
The following list of examples is meant to inspire, but not limit the possibilities for what successful applications might include.
A small house museum is awarded funds to create a lightweight digital exhibit for their gallery to showcase Library of Congress and other materials that complement their collections focus and invite participants to add their own digital collections to the exhibit.
A public library that has been maintaining a local database that speaks to the history of a local immigrant community uses grant funding to expand the resource by including Library of Congress materials that speak to the history of that immigrant community across the country.
A local community archive that has been gathering oral histories from neighbors uses grant funds to match those oral histories with digitized historical maps, telephone directories, and newspapers in the area.
A historical association creates a collection of historic photographs from Library and local collections and crowdsources the identification of people or locations, and includes digital space to collect stories.
A documentary filmmaker working with a local museum collects visual or manuscript materials from the Library’s collections relating to a particular community and incorporates oral histories and verbal traditions from community members into a film.
A family historian at a local historical society traces a family’s story through the use of Library newspapers, manuscripts, and photographic collections, combined with local collections.
A.3 Program Expectations and Deliverables
A.3.1 Digital project The successful applicant will design and implement digital projects (digital exhibits, interfaces, multimedia productions or publications) that use digital materials from the Library of Congress to engage Black, Indigenous, or other community members of color. The funded project will not be incorporated into Library collections or hosted on Library technical infrastructure.
A.3.2 Contribute to blog The successful applicant will be invited to write posts for the Library blog(s) about relevant topics.
A.3.3 Participate in symposium The successful applicant will be invited to participate (virtually or in person) in an optional CCDI event.
Travel funding to attend the summer 2022 event may be built into the application budget. In person participation is not required.
A.3.4 Use materials in accordance with legal and ethical requirements
The successful applicant must obtain all necessary permissions, releases and/or other clearances that must be acquired for use of any content to be included in grantee’s project. 9/15/2021 5
A.3.5 Document the project The successful applicant will document the development and use of the product goals set forth in the proposal, decisions made about technology and the ways that the project serves the user group.
A.4 Overview of Selection Process
The Library will use a panel review process to evaluate all eligible and complete applications. Panelists are professionals in the Library and/or field with relevant knowledge and expertise in the types of project activities identified in the application. The selecting official will review panel recommendations and make final funding decisions consistent with the purposes of the program’s mission and goals.
Applications will be evaluated primarily for:
Advancement of program goals
Feasibility of project outcomes
Alignment of applicant background and experience
Reasonableness of costs and likelihood that budget will support project execution
Section E. Application Review provides more detailed information about evaluation criteria.

Once all outstanding issues have been resolved, the Grant Officer (GO) will send a draft Grant Agreement via email to the successful applicant(s) for review, comments and or acceptance to be followed by full execution of the Grant Agreement. The Grant Agreement will include instructions specific to each recipient on how to request payment. If applicable, the instructions will detail any additional information/forms required and where to submit payment requests.
9/15/2021 15
Applicants whose projects are not selected for funding will receive written notice, most often by e-mail, within 60 days of the final review decision.
E.3 Pre-award Risk Assessments
The successful applicant is responsible for ensuring achievement of the objectives described in this NOFO. Therefore, the applicant must be a responsible entity. The GO will decide whether to subject the applicant to a pre-award survey, and based on the results, will make a determination if the prospective recipient is a responsible entity, whether the prospective recipient has the necessary organization, experience, accounting, and operational controls, financial resources, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
Prior to making an award under this NOFO, the Library of Congress may perform a pre-award survey for organizations that are new to working with the Library or for organizations with outstanding audit findings. Accounting systems, audit issues and management capability questions may be reviewed as part of this process. Depending on its result of the risk assessment, the Library may determine to execute the award, not execute the award, or award with “specific conditions” (2 CFR 200.207). If notified by the Library that a pre-award survey is necessary, applicants must prepare in advance the required information and documents. A pre-award survey does not commit the Library to make an award to any organization or individual.
F. PROJECT MANAGEMENT AND REPORTING
F.1 Approval Needed for Modifications to Proposed Work or Budget
Any project carried out under a grant must be consistent with the proposal that is approved for funding by the Library. Any significant change to a grant project’s programmatic scope, key personnel, or planned budget requires the Library’s explicit consent. Any other pertinent information relevant to the project results.
Each report shall be accompanied by the Post-Award Federal Financial Report Form 425 available for download on grants.gov.
The final report shall take the form of a report (with cover and table of contents) sent in PDF format.
Final reports are due no later than 90 calendar days after the award period of performance end date or termination date.
F.2.3 Notification of Significant Developments
Events may occur between the scheduled performance reporting dates which have or could have significant impact upon the supported activity. In such cases, recipients are required to notify the Library in writing as soon as the recipient becomes aware of any problems, delays, or adverse conditions that will materially impair the ability to meet the objective of the Federal award. The notification must include a statement of any corrective action(s) taken or contemplated, and any assistance needed to resolve the situation.
The recipient should also notify the Library in writing of any favorable developments that enable meeting time schedules and objectives sooner or at less cost than anticipated or producing more or different beneficial results than originally planned.
