Attachment J1 – Statement of Work (SOW) Dated: 7/8/2020
SCOPE.
To purchase the following automatic high-speed digitization system capable of digitizing general collections books.
REQUIREMENTS
The contractor shall procure and deliver a High Speed Automatic Book Scanner meeting the following requirements:
CLIN 0001: LSM20200081 – High Speed Book Scanner
· Capable of digitizing books, magazines and bound newspapers
· Size: up to 11.5” x 16.5”
· Speed: 600 ppi
· Soft and hard cover books, magazines and other similar materials
· Automatic detection capability for multiple page feed errors
· Automatic detection capability for page width
· Glass platen to flatten pages
· Manual and automatic modes of operation
· 1200 page per hour sustained throughput
CLIN 0002: LSM20200082 – Rare Book Scanner
· Sustained production exceeding 1000 pages per hour in automatic mode
· Manual and automatic operation
· Imaging system requiring the books to be opened no greater than 60 degrees
· Digitization of covers and spines
· 400 ppi at A4
· LED Illumination
· ICC color management
· Tiff and JPEG2000 master files
CLIN 0003: LSM20200085 – Inotech 433cd Document Scanner
· Minimum of 150 ppm sustained digitization rate
· Minimum duty cycle of 100,000 pages per day
· Minimum 400 ppi true optical resolution
· Duplex scanning capability
· ICC color profiling
· Document weight from 30 gsm to 280 gsm
· FADGI Three-Star performance measured at 400 ppi and in Adobe 1998 color space according to the specifications for Documents (Unbound): General Collections page 26 of the FADGI Technical Guidelines for Digitizing Cultural Heritage Materials
· Auto detection of double page feed errors, staples, and other obstructions.
· Support for Tiff and JPEG2000 file formats
· Auto deskew and cropping functions
· OCR capability with 95+% accuracy and foreign language support
The Library has established both information capture and imaging performance levels for the preservation digitization of original materials. The contractor shall provide an extended service agreement or warranty coverage up to 12 months and shall begin upon receipt of the part to the Library of Congress.
· The cost of the warranty shall be included in the price of the part. The 12-month service agreement shall cover parts and labor.
Equipment must be operational as per manufacturer specification upon delivery and subsequent testing by the Contracting Officer’s Representative (COR) Designee.
The COR will be the designated LC Staff overseeing the receipt, installation and configuration of the equipment for use in the Digital Scan Center.
QUALITY CONTROL
a. Equipment must be operational as per manufacturer specification.
b. After delivery, the High Speed Automatic Book Scanner will be physically inspected by the COR’s designee for shipping damage and tested to ensure equipment is operational. Testing will occur within one week after delivery and installation by the vendor.
c. To assure the proper operation of the workstation, COR Designee will:
· Perform tests to assure the parts are in working order.
· Perform test scans to assure that the parts are functioning as advertised.
If problems arise during the test procedure, the coverage of 12-month service agreement/warranty will be used for parts, with labor included in the coverage.
