Attachment 1 – Responses to Offeror Questions – 030ADV19Q0098 – Fundraising # Question Answer 1 Do you have a preliminary campaign dollar goal and timeline for the start of the Quiet Phase in mind?

Campaign Goal and Timing:

The overall cost of reimagining the Visitor Experience at the Library of Congress is estimated to be $60m. It will be a public-private joint venture with Congress which has appropriated $2m with additional $8m released when the review and approval of campaign plan is completed.

2 We have reviewed the 2018 Strategic Plan on your website. Has the Library completed operational plans/financial modeling that articulates capital and overall investments needed from private philanthropic sources that enable the plan’s realization? If so, might we see a high-level summary of this information?

The Library does not have such information at this time it is currently being developed.

3 Can we see an organizational chart for your current Development function? How many of those on the Development team are frontline fundraisers?

The structure is subject to change with the hiring of a new director of development.

4 Can you share with us your current volunteer structures (governing board, councils/Madison Society committee, etc.) that relate to external functions?

Created on January 26, 1802 (2 Stat. 129), the Joint Committee on the Library is the oldest continuing joint committee of the U.S.

Congress. The Committee has oversight of the operations of the Library of Congress, as well as management of the National Statuary Hall Collection, the U.S. Botanic Garden, and works of fine art in the Capitol. Membership consists of the chairman and three other Members of the Committee on House Administration, the chairman of the House Appropriations Legislative Branch Subcommittee, and the chairman and four other Members of the Senate Committee on Rules and Administration. The chairmanship of the Committee alternates between the House and Senate with each Congress.

The James Madison Council, the Library’s first private-sector donor group, serves as the institution’s primary link to the business community. Established in 1990 the Council is comprised of prominent leaders who serve as visionaries, champions, innovators, and ambassadors on the Library’s behalf.

The mission of the Council is to provide support, insight and energy to cutting-edge programs that help bring the Library’s resources to people around the country and throughout the world. Since its founding, the James Madison Council has contributed more than $435 million to Library initiatives.

The Council is an invitation-only body, open to individuals from the private sector interested in further illuminating and advancing the Library’s mission. Minimum level annual membership is $25,000. Council members enjoy special access to some of the world’s rarest collections and the opportunity to travel with the Librarian of Congress to leading international cultural institutions. In addition, they receive personal tours and staff consultations, Library publications and invitations to exclusive Library events.

5 We find that an intense set of on-site days toward the beginning of an engagement to conduct the majority of internal interviews is the most effective and efficient way to assess internal readiness and kick-off a study. Would you be open to our proposing adjustments to the timeline outlined in section F.1 Schedule

The Library is open to your proposing adjustments to the timeline. However, the due date for the final deliverables is not negotiable.

of Deliverables of the RFQ to accommodate this?

6 Regarding F.1 Schedule of Deliverables, line 3, can you confirm that 3/15, 4/15, and 5/15 are due dates for interim reports and not dates that you want us to conduct interviews?

These due dates correspond with reporting on the status of interviews.

7 Campaign Planning Studies almost always involve a limited number of interviews with an external set of potential funders and key stakeholders to gauge interest and cultivate these individuals. Would the Library be opposed to having this included in our proposal, understanding that it might require us to increase the number of interviews stipulated in the RFQ slightly?

This is a fixed price contract. Additional payments will not be made for additional interviews.

8 You ask for a case statement draft by 4/30/2019 and a final case by 5/31/2019. Are you looking for a full-blown public phase case statement at this time? Or are you open to a phased approach that begins with a lightly designed testing document (campaign prospectus) to solicit input from top donor prospects about campaign messaging and funding priorities?

Because the Library of Congress recently completed a visual rebranding and this campaign will be centered on one project with associated programming, we do not anticipate that the creation of the case statement should be significantly onerous or time consuming.

As the project design gets more refined, we anticipate that the case will need to be refined/adjusted further.

9 Are you seeking design support for case statement production?

The Library is not seeking design support for the production of the case statement.

10 Do you have a budget in mind or a cap identified for this engagement? If so, could you please share it, so we can tailor our proposal accordingly?

Please submit your most competitive price.

11 We understand that a firm fixed price is required. Are reimbursable expenses to be included in the fixed price?

The firm fixed price must be inclusive of all expenses required to provide the services described in the solicitation. There are no reimbursable expenses.

12 How many current donors do you have at the $100,000+ level?

350 donors gave more than $100k 89 donors gave more than $1 million

13 What database do you use? How many donor records are in the database?

The Library uses Raiser’s Edge. There are 31,283 constituents and 7,702 donors in the Library’s database.

14 Have you conducted a wealth screening? If so, can you share the date of your most recent wealth screening and the number of records screened?

The Library has not conducted wealth screening.

15 In addition to submitting Standard Form 1449 with the response, do vendors also need to submit a completed version of 52.212-3 Offeror Representations and Certifications. If so, in which volume should vendors include the completed Reps and Certs?

FAR clause 52.212-3 Offeror Representations and Certfications must be completed and included in the Pricing Volume.

16 How will amendments to the RFQ be shared with vendors?

Amendments to the solicitation will be posted to the FBO.gov website.

File details come from the government source that posted it.
