Department of Veterans Affairs Market Research Capabilities Request for Information (RFI) Civil Treatment Training Services

1.0 Description: THIS IS A REQUEST TO DETERMINE POTENITAL SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT ONLY. This communication is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This communication does not commit the Government to contract for any supply or service whatsoever. Further, the Office of Diversity, Equity and Inclusion is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this request; all costs associated with responding to this request will be solely at the interested party’s expense. Not responding to this request does not preclude participation in any future RFP, if any is issued.

1.1 Description of Services/Introduction: The Department of Veterans Affairs, Office of Diversity, Equity and Inclusion seeks to learn more about vendor capabilities for the acquisition of Civil Treatment Training. The Office of Diversity, Equity and Inclusion intends to establish a non-personnel services contract to provide civil treatment services to the Department of Veterans Affairs (VA), Office of Diversity, Equity and Inclusion. The Government shall not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Civil Treatment services to the Office of Diversity, Equity and Inclusion except for those items specified as government furnished property and services.

1.2 Background: The Department of Veterans Affairs (VA), Office of Diversity, Equity and Inclusion has a requirement for Diversity and Inclusion Civil Treatment to equip frontline staff with the skills, techniques and knowledge needed to foster respectful and inclusive workplace interactions.

2.0 Requirements

To meet the organization’s long-term requirements/needs, the Office of Diversity, Equity and Inclusion (ODEI) is seeking information from vendors that can provide Civil Treatment Training for ODEI Leaders and DEI Champions (virtual employees) with Train-the-Trainer Certification.

2.1 Objectives

The purpose of this requirement is to inquiry about Civil Treatment. In this capacity, the contractor with Train-the-Trainer Certification shall provide:

• Train-the-Trainer Training for 10-15 ODEI Staff Members

• Train-the-Trainer Training for 25-30 DEI Champions [virtual Employees]

• Civil Treatment Training for Leaders and Employees

• Inclusive Leadership Training

• Harassment Prevention Toolkit

2.2 Scope

The objective for the services, the Office of Diversity, Equity and Inclusion is investigating to better understand vendor capabilities regarding Civil Treatment Training that would promote a workplace culture that values respect, inclusivity, and professionalism. The aim of the Civil Treatment Training is to prevent discrimination and harassment by providing employees with the knowledge and skills to foster positive interactions, diversity awareness, and effective communication.

2.3 Business Information:

Along with the information requested in Section 2 above, interested contractors should provide the following information:

1. Company Overview:

a. A brief description of your company.

b. Socio-economic status, business size, and size standard/applicable

c. North American Industry Classification System (NAICS) codes.

d. Company Capabilities Statement

e. Available GSA schedules or Government Wide Acquisition Contracts

f. Period of Performance of contract vehicles

g. Issuing Agency

h. Cage Code and DUNS number

i. Telephone Number, fax number, and email address

j. Web site address.

k. Point of Contact for questions and/or clarification

l. Description of services offered by your company that would satisfy the subject of this RFI

m. Current vehicles under which your products/services are offered (e.g. GSA Schedule, other GWACs) and the contract number(s) if any

2. Company Capabilities

The Office of Diversity, Equity and Inclusion is investigating to identify contractors with the capability to provide comprehensive Civil Treatment Training Services from a contractor with Train-the-Trainer Certification and experience. In terms of company capabilities to fulfill this inquiry, the contractor shall:

a. Provide your company's responses to the questions below. For each question, please provide a detailed explanation and identify the involvement, if any, the prime contractor had if you were a subcontractor.

b. Have you performed these services before? If so, please provide up to three past performance details to include the following:

i. Customer name and address

ii. Point of contact (name, title, telephone number) for contractual/ administrative matters (e.g. the Contracting Officer or Contract Officer's Representative)

iii. Contract number and total dollar value of contract. If performed as part of a team, provide the dollar value of your firm's contribution

iv. Pricing arrangement (firm fixed-price, labor-hour, etc.)

v. Period of contract performance

vi. Description of work performed (Does it match the scope?)

vii. vii. Identification of the major teaming partners, subcontractors, or prime contractor and the role played by each

c. Do you possess Train-the-Trainer Certification to perform Civil Treatment Training? If yes, a copy of the certificate may be requested if the Government decides to move forward with a contract.

3.0 Feedback

The Department of Veterans Affairs is seeking potential solutions that are in line with industry standards and commercial best practices that can be implemented at the Office of Diversity, Equity and Inclusion. Responses to this communication must address the following questions:

1. What performance measures would your company propose to monitor and determine the success of the contract/agreement? Please identify any unforeseen risks for this contract and propose its prevention.

2. What would your company recommend to ensure price control and competitiveness throughout the contract?

3. Do you have the expertise and experience to support all activities needed and provide program management support to facilitate the Office of Diversity, Equity and Inclusion 's Civil Treatment programs? Have you supported similar requirements in either the federal sector or private industry?

4. The Office of Diversity, Equity and Inclusion plans to award a firm fixed price (FFP) contract to acquire Civil Treatment Training. Do you have experience supporting similar efforts in either the Federal Sector or Private Industry? Can you provide examples of how your company can fulfill this need?

5. Please provide feedback regarding additional information required to accurately price and propose for the tasks listed in this Request for Information.

4.0 Responses

4.1 Interested parties are requested to respond to this communication.

4.3 Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned.

5.0 Industry Discussions

Department of Veterans Affairs representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.

6.0 Questions
