HD-1140A AN/SPY-1D(V) ELECTRONIC COOLING WATER (ECW) SYSTEM

STATEMENT OF WORK

1.0 BACKGROUND

Surface Combat Systems Center, Wallops Island, VA has a requirement to provide a chelate flush of the SPY-1D(V) Radar System as it continues to experience increased cooling flow faults due to contaminants in the closed loop cooling system which results in loss of maximum high power capability. The SPY-1D(V) Radar System cannot support mission requirements and maintainability with the flow restriction in the cooling water loop.

2.0APPLICABLE DOCUMENTS
2.1AEGIS Electronic Cooling Water Systems Technical Manual SW279-DJ-PRO-010/SPY/FCS, Revision 2;
2.2Hazardous Materials State and Federal Environmental Laws;
2.3Hazardous Materials Occupational Safety and Health Administration (OSHA) Regulations; and
2.4Center for Disease Control (CDC) Regulations.
3.0REQUIREMENTS
3.1The Contractor shall provide personnel with experience on chelate flushing on AN/SPY-1A/B/D (SPY) ECW systems.
3.2The Contractor shall provide chemical cleaning with citric acid solution referenced in AEGIS Electronic Cooling Water Systems Technical Manual SW279-DJ-PRO-010/SPY/FCS, Revision 2, during a single availability timeframe.
3.3The Contractor shall provide chemical cleaning of the system conducted IAW the above applicable documents and regulations.

3.4 The Contractor shall provide containers for waste disposal and remove from site for proper disposal.

3.5 The Contractor shall provide Rainmaker for producing distilled water and refill ECW system upon completion of flush.

3.6The Contractor shall only perform minor repair of leaks or minor removal of obstructions from piping that will not increase cost. Any repair work identified that will require additional funding to the contract must be immediately brought to the attention of the TPOC and should be included in the Final Condition report (CDRL A001).
3.7The Contractor shall perform all work under this order at Surface Combat Systems Center (SCSC).
3.8The Contractor shall coordinate with the technical point of contact (TPOC) as to when the system is offline for this work.

*The contractor shall not perform any services beyond those identified in the contract. If any additional services/repairs are identified during the work, the contractor shall submit a quote to the TPOC and Contracting Officer for approval and subsequent contract modification prior to completing the repairs.

*The Government reserves the right to modify this contract at a later date to cover additional repair services identified during the initial work.

4.0 DATA DELIVERABLES

The Contractor shall deliver data IAW CDRL A001.

5.0 TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish the work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR).
