About this file

This is a Sole Source (Including Brand Name) Justification document for simplified procedures for commercial items, processed by the 19th Contracting Squadron at Little Rock Air Force Base.

The acquisition seeks to procure C-130J PreTOLD (Takeoff and Landing Data) Software, a mission and training planning application that automates performance calculations and provides advisory data consistent with the C-130J Block 6.0 Mission Computer software configuration. The software is required for Electronic Flight Bag (EFB) utilization and incorporates publications, procedures, and limitations used by aircrew within the 19th Operations Group, with data validated against USAF Mission Computer specifications. The contracting activity justified the single-source award under FAR 6.302-1(a)(2), citing that only Elite Electronic Engineering Inc., the sole authorized distributor per Lockheed Martin's approval authority letter, can supply this specific software due to Elite's partnership with Lockheed Martin and access to proprietary aircraft information. Market research identified alternative vendors (CAFDEX and FuelerLinx) whose products cannot mirror real-time aircraft data or provide reliable mission planning calculations without additional software purchases and maintenance complexity. The contracting officer determined pricing to be fair and reasonable based on historical data from 42 C-130J aircraft priced under existing Purchase Order at Little Rock AFB, with rates remaining constant from FY21 through FY30. The justification was coordinated on 05 March 2026 and approved by the contracting officer on 18 May 2026, with final approval pending the Chief of the Contracting Office signature. An intent to sole source notice was posted for 5 business days via SAM.gov prior to award.

I. Contracting Activity.

19th Contracting Squadron, 642 Thomas Ave, Little Rock AFB, 72099.

II. Nature and/or description of the action being processed.

Single Source Justification for C130J PreTOLD Software for LRAFB fleet. Lockheed Martin has an approval authority letter stating Elite Electronic Engineering Inc. is the only authorized company to supply this specific software.

III. Description of supplies/services required to meet agency needs.

Mission/Training Planning Software for C-130J. Takeoff and Landing Data Software. C-130J preTOLD software application automates Takeoff and Landing (TOLD) performance calculations and provides advisory data consistent with the C-130J Block 6.0 Mission Computer (MC) software configuration. Required to be utilized and approved for the EFB. Incorporation of publications, procedures, and limitations utilized by the Aircrew within the 19 OG. Approved for direct relation to the aircraft and validated data against USAF Mission Computer.

IV. Statutory authority permitting other than full and open competition.

FAR 6.302-1(a)(2) Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Elite has a partnership with Lockheed Martin, aircraft manufacturer, that provides them with the sole ability to mirror and utilize proprietary information owned by Lockheed Martin and utilized by the DoW. The proposed contractor's unique qualifications FAR 6.303-2(b)(5) C-130J PreTOLD incorporates the identical source data that powers the on-board MC TOLD calculations and is the only calculator approved by Lockheed Martin for mission planning.

Description of efforts to ensure that offers are solicited from as many potential sources as practicable FAR 6.303-2(b)(6)) Ultimately as listed previously, the C-130J PreTOLD software is the only calculator approved by Lockheed Martin for mission planning for the C-130J specifically and is only provided by 1 company. This company also has the approving letter from Lockheed Martin for use of their program.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Other companies, CAFDEX and FuelerLinx, were reviewed for similar information. Their data does not mirror and link to the specific aircraft in real time. The data requires additional purchases of software that requires additional organizations to maintain with 100% accuracy at all times. The data is impossible to replicate with home station organizations requiring joint efforts from austere environments that can have a six month delay on data. Other programs can not utilize the proprietary information through Lockheed Martin and can not provide a reliable program.

An intent to sole source will be posted for 5 business days via SAM.gov prior to award.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted by researching companies that offer similar products. The current available products are only for fuel tracking and reconciliation and can not meet the need. Market Research revealed that this Lockheed Martin justification must be issued to a vendor in order to access their technical manuals. Elite Electronics Engineering currently holds the only approving letter to the best of our knowledge.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Elite currently maintains the awarded contract at Little Rock Air Force Base, FA4460-21-P-0030.

X. List of any sources that expressed, in writing, an interest in the acquisition.

CAFDEX however, they are unable to partner with Lockheed Martin.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

At this time, the DoW has no internal program or clear plan to make one. Lockheed Martin has proprietary ownership of the aircraft components and has not released it for external use to the DoW for this purpose. Contracting activities will continue to monitor the market to see if any other vendors attain the approval letter from Lockheed.
