Statement of Work (SERVICE)
TITLE: High-Speed Optical Motion Capture System - Design/Build Support
Requesting Laboratory / Division / Group:

Background:
NIST PSCR has a requirement for a high-speed optical motion capture system in a stairwell to provide the capability of indoor localization ground-truthing with an emphasis on the vertical direction.
PSCR is investing in research to develop infrastructure free indoor localization systems for public safety users. To better understand the capabilities and limitations of existing and prototype indoor localization systems, a ground truth system is needed. This ground truth system serves as a reference against which to compare the localization system under test.
PSCR has an existing high-speed optical motion capture system that is installed at the Public Safety Immersive Test Center. This system has a vertical range of approximately 4m.
The proposed system would provide an extended vertical range of approximately 16m and thus extend PSCRs capabilities. This vertical range is particularly important for indoor localization because errors in the vertical direction can lead to misidentifying which floor level on which the item or person being tracked is located.
Scope of Work:
NIST PSCR has a requirement for a Contractor who will design, deliver, install, and calibrate a high-speed optical motion capture system for use in measuring the dynamic position of personnel and equipment within a building stairwell. Tracking markers and active devices may be affixed to personnel to accomplish this task. The system shall be capable of tracking the position of the left and right feet of individuals simultaneously as they ascend and descend the stairs. The stairwell measures approximately 8m x 4m x 16m in length, width, and height and has 7 landings with entrances onto 4 floors.
This system’s software and networking will run on Juniper/Cisco hardware to be provided by PSCR. The Contractor must use hardware compatible with the existing OptiTrack system and OptiTrack Motive software currently installed in the PSCR laboratory in Boulder, Colorado. Compatible hardware is required because it is the only hardware supported by the existing installation. The Contractor shall verify that the hardware installation will be supported by the existing software license.
Objective(s):
Create an indoor localization system evaluation facility that can track objects across multiple building levels. This system would complement the current system installed at the Public Safety Immersive Test Center which has extensive coverage on a single level but with a limited vertical range.
General Requirements:
The Contractor shall provide all support for project oversight, administration, and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities.

Tasks:
The Contractor shall perform the tasks outlined below. There will be opportunities to coordinate with NIST PSCR staff, but the Contractor has the full responsibility to produce high quality and detailed deliverables which meet the requirements of this PWS.
The Contractor shall perform the following general requirements as well as the specific requirements found below in Tasks:

1 The Contractor shall deliver one (1) stairwell high speed optical motion capture system which will enable large scale motion capture. The Contractor’s solution shall be consistent with the following specifications:
Requirement 1-1 Provide active and passive tracking system capable of supporting multiple users in an enclosed building stairwell with the following approximate layout:
Requirement 1-2 Designed so that cameras and equipment do not intrude into the personnel side of the space bounded by the stairwell railings or in ways that would otherwise inhibit safe egress through the stairwell or conflict with relevant building and fire codes. Interfering with the handrail is specifically forbidden.
Requirement 1-3 Provide camera mounting hardware for the system. Camera mounting hardware may attach to the railings (but not the handrail) provided it does not significantly intrude into the space bounded by the railings.
Requirement 1-4 Camera mounting may not penetrate the walls of the stairwell. The stair structure may provide suitable places for camera mounts. Mounting solutions that will be considered include, but are not limited to: clamping, magnetic, and adhesive options.
Requirement 1-5 Camera mounting and cabling shall be done in such a way as to not produce a tripping hazard.

2 Deliver design details, installation, and configuration of the system at the site of performance to include the following for TPOC for approval.

3 Training, Technical Support, and Calibration:

Requirement 3-6 Provide support to integrate system with NIST provided network equipment (i.e., Juniper switches, PoE injectors).
Performance Requirement Summary (for Performance Work Statement):
The TPOC will monitor, review, and determine the acceptability of the Contractor’s deliverables in accordance with the Performance Standard stated above. The TPOC, or TPOC representative to be identified post-award, is the approving official for all deliverables and will determine acceptability of deliverables within ten (10) business days after receipt and provide notification to the Contractor of same within that time period. The Contractor will be notified of status by the TPOC. Contractor deliverables determined unacceptable by the TPOC shall be corrected by the Contractor at no additional cost to the Government and within a timeframe to be mutually agreed upon by the Contractor and the TPOC. The TPOC will conduct performance evaluations based on the requirements contained in this PWS and the Performance Standards set forth in the PRS.

Delivery:
Final system installation and configuration to support all specifications shall be delivered for acceptance no later than one hundred and eighty (180) days after receipt of order (ARO).
Contractor should coordinate with site to ensure building is ready for installation of cameras. Prior to delivery, the Contractor will notify the TPOC for installation and equipment.
Site access must be coordinated at least 1 week in advance of delivery. The system components will be delivered as shown in Deliverables Section below.
Deliverables:
The deliverables discussed in Tasks Section are required to be produced by the Contractor for each task indicated. All deliverables will be provided to the TPOC in electronic format, where applicable, using an appropriate application.
The Performance Standard for each deliverable is defined as a timely delivery, with complete and accurate information, and in accordance with the task requirements outlined in the PWS, with minimum rework by TPOC.
The Contractor may submit invoices along with documentation of the completion of deliverables. The final invoice will be for delivering the final materials for training and support and completing other award wrap-up activities. An updated invoicing/pay schedule (with calendar dates) will be agreed upon after award date.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Security:
(1) NIST is a restricted campus. An identification badge is required for access into buildings and must be presented to the armed Security Police when entering the campus.
(2) Regular Business Hours: Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Local Time.
(3) Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
(4) Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.
Training:
The contractor shall conduct 1 DAY of training for up to 5 users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST Monday
– Friday during the operating hours of 8:00 am to 5:00 pm Local Time immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation but shall be completed No Later Than 21 days after installation.
Additional Training Requirements:
Remote software support as necessary during the lifetime of the software license.
Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests of Equipment:
Up to 12 sets of points will be selected within the capture volume and measurements shall be taken to determine the physical distance between these points using suitable equipment such as a mobile lidar scanning systems or professional survey equipment.
The difference between the physical distance between any of those sets of points, and the distance reported using the tracking system, shall not exceed 10cm.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST Technical Point of Contact (TPOC) to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within ten (10) days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
Warranty:
The contractor shall warranty the entire system for a minimum period of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include the following:
