Summary of JPA 20-045 MAOC Electrical Power Assessment Specifications

This is a comprehensive technical specifications document for electrical system upgrades at the Jacksonville Transportation Authority's (JTA) Myrtle Avenue Operations Campus (MAOC), prepared in conjunction with ITB 25-002 for Building 6 electrical panel upgrades. The specifications establish detailed requirements for multiple electrical systems including common work results, low-voltage electrical power conductors and cables, grounding and bonding systems, hangers and supports, raceways and boxes, identification systems, low-voltage transformers, switchboards, and panelboards rated at 600 volts or less with capacities up to 1000 kVA. The project encompasses transmission shops, engine shops, break rooms, and administrative spaces with complex power distribution upgrades involving circuit reconfigurations, breaker replacements, and load distribution enhancements across multiple panels designated as A-HA through A-HI. The bid was due on December 9, 2024, and the specifications require full compliance with national electrical standards including NFPA 70, NEMA standards, IEEE protocols, and NEC requirements, with rigorous field quality control testing and acceptance procedures including NETA Acceptance Testing Specifications, infrared scanning, and insulation resistance testing.

The specifications mandate compliance with Buy America Provisions under Specification Section 001010, indicating federal funding oversight for the project. Electrical components must be listed and labeled by nationally recognized testing laboratories acceptable to authorities having jurisdiction, with products sourced from approved manufacturers including major suppliers such as Eaton, General Electric, Siemens, and Square D/Schneider Electric. Installation requirements emphasize adherence to NECA standards, proper grounding and bonding with measured ground resistance not exceeding specified values (5 ohms for standard equipment, 3 ohms for distribution units), comprehensive identification and labeling of all systems, and seismic design compliance per IEEE 344. The project requires contractors to demonstrate advanced technical expertise in complex electrical infrastructure upgrades, maintain maximum support spacing per NECA standards, and provide detailed shop drawings, wiring diagrams, time-current coordination curves, and field quality control test reports documenting all testing procedures and results.
