About this file
This is a Solicitation, Offer, and Award (SF 1442) form for a firm fixed price construction contract issued by the Department of the Army Materiel Command, Army Contracting Command (Directorate of Contracting, Unit 28130, APO AE 09114). The solicitation (W912PB26BA006) seeks bids for replacing 16 foldable bay doors in Building 308 at USAG Bavaria, Grafenwoehr Military Community - Rose Barracks, with project number LK-08630-1J. The solicitation was issued on 18 May 2026, with sealed bids due at 02:00 PM local time on 23 June 2026 at the RCO Bavaria Amerikanische Beschaffungsstelle in Grafenwoehr, Germany. All bids must be submitted in Euro, and bidders must provide a copy of their company registration or authorization to do business in Germany with their hard copy submission. The Government requires performance and payment bonds, with a 30-calendar-day timeline for Government acceptance of bids and a 210-calendar-day contract performance period from receipt of notice to proceed.
The solicitation is being conducted as an Invitation for Bid (sealed bid), with award to the responsible bidder whose conforming bid is most advantageous to the Government considering price alone. An all-or-none award basis applies, meaning offers for less than all solicited work will be rejected as non-responsive. Payment will be made by Defense Finance and Accounting Services (DFAS) through the Wide Area WorkFlow (WAWF) system using the Construction and Facilities Management Invoice document type. Bidders must acknowledge receipt of amendments, certify independent price determination, provide representations regarding debarment status and various federal certifications (arms control treaties, tax liability, inverted domestic corporations, covered defense telecommunications equipment), and submit an IRS Form W-14 if claiming exemption from the two percent excise tax on foreign procurements. The specification and eight sheets of contract drawings are incorporated as attachments. Contracting Officer contact: Regina Rueckschloss, telephone 0049-964105268702, email Regina.Rueckschloss.ln@army.mil.
