Reese Waterline Project Specifications

This is a project specifications document for the Reese Waterline Extension project in Texas, outlining comprehensive construction requirements for a waterline infrastructure expansion. The project encompasses the construction of new waterlines in various sizes using both open cut and alternative methods, installation of various valves, waterline crossings of TxDOT right-of-way, connections to existing waterlines, meter box placement, pipe testing, driveway and street repairs, and site restoration. The contractor must provide all labor, supervision, equipment, tools, materials, transportation, and services necessary for construction completion, start-up, and placing the facility in service. Work includes clearing, trench safety systems, groundwater dewatering, shoring, sheet piling, earthwork, site work including grading, excavating, backfilling, compacting, seeding, sodding, and paving.

The contractor is responsible for comprehensive quality control and material testing throughout the project, with mandatory system testing to ensure performance according to manufacturer specifications and contract requirements. Prior to final walkthrough, the contractor must clean all dirt and construction debris from the project site and perform final paint touch-ups on all painted items. Additional contractor responsibilities include providing temporary facilities and controls, field surveying to support construction operations, obtaining applicable permits and licenses, securing jurisdictional inspections and certificates of occupancy, and ensuring proper reporting to the engineer and owner upon completion. The specifications establish the contractor's obligation to deliver a fully functional waterline system ready for owner operation.
