SECTION 1
SPECIFIC REQUIREMENTS DESIGN FOR
FTQW 251101; REPAIR FIRE DETECTIONS SYSTEM AND FINISHES (1146)
1.01. GENERAL: The Architect-Engineer (A-E) shall perform the services as described in the subsequent Sections of this Statement of Work (SOW) and as described below. If there are conflicts between other sections of the SOW and this Section, the provisions of this Section shall have precedence.
1.02. BACKGROUND: The Lighting Vault (B1146) at Eielson AFB, AK requires significant improvements in key areas to enhance safety and compliance. The facility was constructed in 1953 and controls the airfield’s lighting. The facility currently does not have a fire detection system and requires one in compliance with UFC 3-600-1, NFPA 72, NFPA 101, and Installation Facility Standards (IFS). Additionally, the building requires repairs, and separation between the regulator vault, generator room, and work room. The regulator vault must be separate from the other two areas with a three-hour rated barrier.
The project acknowledges the extreme Arctic conditions at Eielson AFB, AK, necessitating careful consideration and planning for various challenges. With temperatures reaching extremely low levels, the building envelope must be designed to withstand these harsh conditions. Special attention should be given to prevent snow accumulation and exterior finishes must be resistant to ice formation, minimizing safety risks and addressing freezing and thawing cycles.
There is no evidence that a hazmat survey has ever been performed for this facility. A comprehensive HAZMAT survey shall be executed to identify and manage any potential environmental risks.
1.03. SCOPE OF DESIGN PROJECT:
A. General: The work included in the scope of A-E Title I Services (Design Phase Services) for this design project encompasses design of a fire detection system; assessment of the building envelope; design of a three-hour rated barrier; collecting/reviewing project data and records;
developing design concepts and cost estimates; attendance and participation in review meetings;
and making revisions requested by the Government. The contractor is expected to produce a complete design based on specified requirements and comments received during the 95% design review meeting.
This information will be utilized to prepare comprehensive drawings, schedules, specifications, and cost estimates for all facets of work and disciplines/trades involved in the construction project.
The primary objective is to develop a biddable set of construction documents tailored to address the unique challenges presented by the extreme Arctic conditions at Eielson AFB, AK. The comprehensive documentation will guide the successful execution of the following key design tasks:
B. Specific Project Goals:
1. Design of Fire Detection System: Ensure the design meets the requirements set forth in UFC 3-600-1, NFPA 72, NFPA 101, and Installation Facility Standards
(IFS).
2. Assessment of Building Envelope: Conduct a thorough assessment of the building envelope’s basic performance requirements in accordance with (IAW) the Building Envelope Design Guide and Installation Facility Standards (IFS) [Source on wbdg.org]. Incorporate the findings of the assessment into the completed design, addressing any deficiencies or areas for improvement are identified during the assessment, the A-E shall address these issues in the design to ensure compliance with required performance standards.
3. Design of Three-Hour Rated Barrier: Design a three-hour rated barrier between the regulator vault, generator room, and work room, ensuring the separation of the regulator vault from the other two areas.
4. Comprehensive Hazmat Survey: A thorough hazardous materials survey should be completed throughout the entire facility according to specification 01 57 19. These samples and results shall be incorporated into the final design and the hazardous materials abatement plan to be developed by the A-E. The final draft of this plan shall be included as an appendix to 01 57 19.
C. The work required under this contract includes analysis and design services necessary to design a construction project to accomplish the goals described above.
D. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project.
E. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.
1.04. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:
The A-E shall address the presence of hazardous materials in the design project, perform testing for hazardous materials (asbestos, LBP, and PCBs), and prepare project documents for their remediation in accordance with (IAW) with UFGSs. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.
A. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Installation Management Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of hazards to workers shall be included in this design project.
B. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities. Project drawings shall also note the location of approved, permitted, on-base disposal areas, if available, for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.
C. The goal of this project is not to abate all hazardous materials in the plant or the project area.
However, the design shall include provisions for avoidance or abatement of any hazardous materials found in the hazmat survey conducted by the A-E firm.
1.05 TASKS: The design shall be divided into two (2) tasks. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all the listed Contract Deliverable Items applicable to the task.
Review conferences shall be scheduled by the CO and be held at Eielson AFB. The A-E firm shall attend with all necessary engineer disciplines. Reviewers will submit written comments on the design. Comments will be provided to the A-E for response prior to the meeting. The A-E may make a presentation at each meeting if necessary for the design or review process. The A-E shall record the proceedings of each meeting and submit a written summary report (minutes) of those proceedings to the CO for written approval. Draft minutes for each meeting, including the responses to each reviewer's comments shall be submitted to the CO within three (3) working days following each meeting.
All contract deliverable items required for each task shall be submitted to the CO at the same time, except for the draft review conference minutes. Approval from the CO shall be obtained prior to the submission of contract deliverable items separately.
TASK 1: Task 1 includes producing the required 95% design documents; submitting the required documents;
and presenting these documents at the 95% Review Conference.
A. Draft Final (95%) Cost Estimate: The 95% design cost estimates provided by the A-E shall have zero (0) contingency.
B. Final Review Conference: The final review conference shall be held following receipt of the 95% design submittal.

1. An electronic copy via DoD Safe of the required 95% design documents to include drawings, specifications, cost estimates, design analysis, completed draft Submittal Register, including all comments and responses.
2. The government review period will not begin until ALL deliverable items have been received.
TASK 2: Produce final (100%) design documents as defined in Section 4 of this SOW.
A. Final (100%) Documents: The A-E shall incorporate into the 100% project documents the revisions requested at the 95% review meeting. NTP will not be issued until all 95% review comments have been closed out. The final documents shall be delivered to the CO within fourteen (14) calendar days after the final review conference. Each plan sheet shall bear the seal of a Registered Professional Engineer or Architect as applicable. A-E shall provide a completed Submittal Register.
