About this file
This file is a proposal narrative template for the Lewis-Houghton Civics and Democracy Initiative (CFDA 42.015), a cooperative agreement program administered by the Library of Congress. The template provides formatting and structural guidance for applicants responding to the New Awards solicitation (030ADV26R0050), with a submission deadline of September 18, 2026 at 2:00 PM Eastern Time. Up to six cooperative agreements of $100,000 each will be awarded for the initial budget period (January 1–December 31, 2027), with potential non-competitive continuation for two additional years, bringing total funding to a maximum of $300,000 per awardee across the three-year project period.
Applicants must develop digitally-enabled, project-based creative arts curricula that integrate rights-free materials from the Library of Congress's music and creative arts digital collections into middle and high school civics and democracy instruction. Eligible organizations include public or private (for-profit and nonprofit) entities, institutions of higher education, library systems, cultural institutions, K-12 schools, professional associations, state agencies, and Indian tribes located in the 50 U.S. states, territories, or commonwealths. Applicants must demonstrate a record of serving educators and learners in creative arts, social studies, and civics. All project materials must meet ADA and Section 508 accessibility standards, be openly licensed under Creative Commons CC BY-NC, maintain public access for five years post-award, and cannot utilize generative artificial intelligence in material creation. Awardees must participate in annual Teaching with Primary Sources Consortium meetings. No cost share is required. Current Teaching with Primary Sources library grantees are eligible; however, TPS Regional Partners and organizations that previously received LHI subgrants through the TPS Regional Program are ineligible unless projects differ and comply with 2 CFR 200.
