About this file

This is a Questions and Answers document for RFP 2026-005 issued by Calvert County Government, Maryland, regarding a comprehensive master plan for Fire, Rescue, and EMS Services. The RFP seeks qualified consultants to develop an updated comprehensive master plan that identifies and analyzes factors driving Fire, Rescue, and EMS service requirements; projects needs for near-term (0-5 years), mid-term (6-10 years), and long-term (11-20 years) periods; compares current capabilities with projected needs; and identifies necessary actions to meet identified needs. The project requires one consolidated draft report and one consolidated final report for review and approval by Calvert County Government officials and an appointed Steering Committee representing volunteers. The 6-month schedule includes a review period for the draft report. The contractor must conduct physical inspections of nine volunteer fire and rescue stations and review maintenance records for apparatus to inform lifecycle replacement recommendations. External stakeholders to be integrated into the planning process include representatives from nine volunteer departments operating as individual corporations, The Calvert County Volunteer Fire and Rescue Association, and the Board of County Commissioners' financial oversight board.

The document confirms that only the primary contractor is required to submit RFP forms at this stage, with sub-consultants exempt from this requirement. Volunteer corporations are required to cooperate with data gathering and on-site work activities. All dispatch calls originate from the County 9-1-1 center with no separate dispatch facilities. The County will provide the contractor with copies of the current Fire, Rescue, and EMS Services Comprehensive Master Plan and the 2008 strategic plan for fire and EMS services to inform the development of the updated comprehensive master plan. The document references the Calvert County Fire-Rescue-EMS website for identification and confirmation of the nine stations to be physically inspected.

RFP 2026-005 FIRE, RESCUE, AND EMS SERVICES COMPREHENSIVE MASTER PLAN

Questions and Answers

1. Are all RFP required forms to be submitted by the Project Lead only or are they also required of any sub-consultants?

Answer: At this stage in the solicitation process, the required RFP forms are only required for the primary contractor.

2. Who will be evaluating the completeness of the draft and final reports?

The draft and final reports will be reviewed and approved by Calvert County Government officials and an appointed Steering Committee representing volunteers. The specific name and title of the project manager will be provided to the contractor upon award.

3. Does the RFP envision 13 separate reports which would be individually reviewed and approved before consolidation onto the draft report?

The contractor shall submit one consolidated draft report and one consolidated final report to CCG for review and approval. However, if the contractor requires interim reviews and/or points of feedback, then the contractor shall incorporate these interim reviews in the Work Plan.

4. Does the 6-month schedule include a review period for the draft report? Yes.

5. Does the County have a rough estimate of the number of external stakeholders it wants to be integrated into the planning and assessment process?

a. The County has nine volunteer departments that operate as individual corporations. It is possible that the Chief and President for each department would be integrated. There is an umbrella organization, The Calvert County Volunteer Fire and Rescue Association that represents all the departments.

The President, Vice President, Chair of Chief’s Council and Chair of President’s Council of this association would be included. Additionally, the Board of County Commissioners has a board that provides financial oversight and recommendations to them. The Chair and Vice Chair may be involved.

a. Yes

7. Please confirm the names and addresses of all nine (9) stations to be physically inspected and reported upon are those as-listed on the Calvert County Fire-Rescue- EMS website.

8. Please advise from where all dispatch calls are originated for the existing stations.

Are there any dispatch facilities aside from the County 9-1-1 center?

a. There is not a separate dispatch system outside of the County 9-1-1 center that would dispatch calls for service.

9. Under "Project Objectives" B9, Apparatus — is it the intent of the RFP that each piece of apparatus be individually reviewed with regard to its condition and maintenance history to inform replacement plans?

a. The intent is to perform a review of maintenance records for each apparatus and apply this as part of the recommendations of life cycle replacement.

10. Would it be possible to receive a copy (PDF preferred) of your current "Fire, Rescue, and EMS Services Comprehensive Master Plan" that was disclosed on pages 16-17 of the RFP 2026-005 document presented by Board of County Commissioners of Calvert County.

a. Yes.
