About this file
This is a solicitation document and bid proposal form issued by the Texas Department of Transportation for a bridge replacement project on State Highway 30 in Brazos and Grimes Counties, Texas. The project involves replacing bridges and approaches across multiple segments of SH 30, with work to be completed in 540 working days. Bidders must acknowledge receipt of all addenda (up to five numbered addenda are referenced) and submit proposals incorporating unit prices for approximately 180 line items covering site preparation, earthwork, embankment, flexible base, asphalt and concrete pavement, bridge construction elements including drilled shafts and prestressed concrete girders, drainage structures, safety features, electrical and signaling equipment, pavement markings, and traffic control measures. A proposal guaranty of $100,000 (in the form of a cashier's check, bank money order, or bid bond) is required. The project includes multiple construction segments designated by different construction state job (CSJ) numbers and incorporates standard TxDOT specifications along with special provisions addressing hurricane evacuation routes, traffic control requirements, and work sequencing milestones, including a Milestone 1 requiring substantial completion of County Road 175 work within 11 working days with a road-user cost liquidated damage rate of $1,900 per day.
Pricing must be submitted in accordance with Item 2 of the Standard Specifications, with bidders required to enter unit prices for each listed item and calculate the total bid amount by multiplying unit prices by estimated quantities. This is a federal-aid project requiring a notarized Buy America Certification Form for all items classified as construction materials. Contractors must submit a satisfactory audited financial statement and experience questionnaire at least ten days prior to the letting date. The project specifications incorporate comprehensive requirements for materials testing, traffic management during construction, environmental controls, erosion and sedimentation management, and compliance with nondiscrimination and wage rate provisions applicable to federal-aid construction contracts. Contractor assurances include incorporating standard specification language into all subcontracts and physically attaching required federal forms, including FHWA 1273 wage rates and specific special provisions addressing payment to subcontractors, nondiscrimination requirements, and cargo preference regulations.

ITEM 5 “CONTROL OF THE WORK”
Prior to letting, earthwork construction cross-section data is available at the Design office in the Bryan District Headquarters for inspection by prospective bidders.
Earthwork files will be provided through the Letting Pre-Bid Q&A website when requested.
https://tableau.txdot.gov/views/ProjectInformationDashboard/NoticetoContractors These cross-sections are for non-construction purposes only, and it is the responsibility of the prospective bidder to validate the data for this project.
A precast concrete alternate may be submitted in accordance with the latest version of the Bridge Design Manual – LRFD. The Contractor must submit the alternate design for review and approval. Acceptance or denial of an alternate is at the sole discretion of the Engineer. All alternate designs must be signed and sealed by a Professional Engineer. Impacts to the project schedule and any additional costs resulting from the use of alternates are the sole responsibility of the Contractor.

ITEM 7 “LEGAL RELATIONS AND RESPONSIBILITIES”
State contract mowers will mow the right of way during the growing season.
The Contractor will be notified by the Engineer one week in advance of the anticipated time when mowers will be in the limits of the project. Clean the right of way to such a condition that allows the mowing contractors to safely mow.
In accordance with Item 7.2.5, Contractor equipment equipped with blue warning lights shall be wired so that operation of blue lights is independent of any other lights.
Contractor shall confirm that the Engineer is made aware, by a minimum of 14 calendar days of any traffic shift or construction activity that would affect travel minimum travel width / height, minimum under clearance requirements, maximum turning length, or maximum weight limits pertaining to Oversized / Overweight (OSOW) transports. Should the Engineer determine that the Contractor's activities requires an OSOW permit restriction, the Contractor is responsible for assuring the permit restriction is accurate and active a minimum of 10 calendar days prior to enacting the traffic shift / activity. Failure to affirm the establishment and accuracy of a required OSOW permit restriction will result in Liquidated Damages until the TCP is removed.

2026 General Notes Sheet H
This project is on a hurricane evacuation route. Furnish at the pre-construction meeting a written plan outlining procedures to suspend work, secure the job site and safely handle traffic through and across the project in the event of a hurricane evacuation.
During the hurricane season (June 1 through November 30), do not close any travel lanes except when the Contractor can demonstrate that he can provide labor, equipment, material, work plan, and quality of work to satisfactorily return all lanes to an open, all-weather travel surface within three days of receiving written or verbal notice but no later than 3 days prior to hurricane landfall. Construction of temporary lanes to an all-weather surface will be paid in accordance with Article 9.7, “Payment for Extra Work and Force Account Method”.
In addition to lane closures, cease work 3 days or as directed by the Engineer prior to hurricane landfall on or near the roadway that adversely impacts the flow of traffic and reduces the capacity of the highway during an evacuation. Prohibit the Contractor’s, sub-contractors’ or material suppliers’ vehicles from entering or exiting the stream of traffic including material hauling and delivery, and mobilization or demobilization of equipment. When directed, this prohibition will include a reasonable time period for the evacuees to return to their point of origin.
In the event of the declaration of a hurricane watch, warning, other severe weather warning or national or state emergency that requires the roadways in the vicinity be used as evacuation routes, cease all work that requires the Contractor’s, sub-contractors’ or material suppliers’ vehicles to enter the stream of traffic on these primary or secondary evacuation routes. This work includes material hauling and delivery, and mobilization or demobilization of equipment.
Sheet: 14D
2026 General Notes Sheet I
