About this file
This document is a single source justification for the procurement of replacement mooring lines for the NOAAS Oscar Sette vessel from Samson Rope Technologies Inc. The Department of Commerce's National Oceanic and Atmospheric Administration requires 1 5/8" Samson "RP 12 Nylon" mooring lines due to compatibility with existing equipment on the vessel and NOAA's established use of Samson ropes for securing research vessels at owned and leased piers. A market review found Samson distributors listed on its website, with the intent to solicit the requirement on the GPE and restrict competition to Samson's authorized small business distributors. The related solicitation NM-AN2160-23-01510 is for the new Samson RP12 Nylon mooring lines for the NOAAS Oscar Sette from the Department of Commerce's National Oceanic and Atmospheric Administration.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
Description of supplies or services required to meet agency needs (including the estimated value).
This need is for replacement mooring lines for NOAAS Oscar Sette due to deterioration of current mooring lines. Vessel is secured at the Marine Operations Center-Pacific Islands pier in Honolulu, Hawaii.
Identification of the single source or the brand name to be solicited.
Samson Rope Technologies Inc.
2090 Thornton St, Ferndale, WA 98248 Product: 1 5/8” “RP 12 Nylon” mooring lines
Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Compatibility to existing systems or equipment – NOAA has long used Samson mooring lines to secure research vessels when docked at NOAA owned or leased piers. This is due to the high strength-to-weight ratio of Samson ropes and the type of construction, which allows for ease of handling and floatation in water if the rope is release from the pier. This product is also consistent with products for other applications in use on NOAA vessels across the agency. The vessel is currently outfitted with Samson mooring lines.
Market Research.
A review of Samson’s website shows a listing of authorized Samson distributors, most of which are qualified small businesses. The intention for this procurement is to advertise the requirement on the GPE and restrict competition to those Samson authorized small business distributors.
Technical/Requirements Representative Certification I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
