SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NM-AN2120-23-00358
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and
Aviation Operations, Acquisition, Analysis, and Accountability Branch
2. Description of supplies or services required to meet agency needs (including the estimated value).
This is a new contract to procure Hose-McCann Public Address/General Alarm System components and parts. The NOAA Fleet uses Hose-McCann sound powered phone/general alarm systems for safety, fueling, and other critical or fire damage control communications. The equipment being purchased is for safety at sea and various inspection deficiencies. The components and parts shall be delivered to the following address within 75 days of contract award:
ATTN: Justin Kusterer NOAA Marine Operations Center, Pacific 2002 SE Marine Science Drive Newport, OR 97365-5300
3. Identification of the single source or the brand name to be solicited.
Brand Name requirement: HOSE-MCCANN TELEPHONE CO., INC.
1241 W NEWPORT CENTER DRIVE
DEERFIELD BEACH FL 33442
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Brand Name – The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. OMAO currently owns and operates a number of Hose- McCann Phone Systems throughout the NOAA fleet. There are other manufacturers of phone systems; however, each manufacturers system is proprietary to the manufacturer of the system. Each manufacturer has unique and proprietary hardware designs. Should another manufacturer’s repair parts be acquired, an entire system would have to be procured to replace the other components of the system currently installed on the ship.
This would incur an additional cost more than the current requirement cost.
5. Market Research.
Hose-McCann was contacted and confirmed that they supply components and parts for their public address/general alarm systems. There may be other authorized resellers/distributors of Hose-McCann components and parts
6. Technical/Requirements Representative Certification
