About this file

This is a Single Source Determination document using Simplified Acquisition Procedures (SAP) for a federal contract action under the simplified acquisition threshold.

The Department of Commerce, NOAA Acquisition and Grants Office, Western Acquisition Division, Alaska Fisheries Science Center (AFSC), and Midwater Assessment and Conservation Engineering require the purchase of 3 underwater stereo camera units for use on bottom trawl surveys. The sole source identified is The Sexton Corporation, located at 2130 Davcor St. SE, Salem, OR 97302-1510, with point of contact Charley Weller at (503) 371-6239 and info@thesextonco.com. The determination supports single-source procurement based on two primary justifications: brand name essentiality and compatibility with existing systems. Sexton underwater camera products have been used by the AFSC MACE program for over a decade, providing a proven performance record in harsh marine environments that reduces equipment failure risk. Additionally, Sexton recently incorporated an open-source acquisition protocol fully compatible with camera systems developed at AFSC, enabling scientists to use existing software for image data collection and analysis without extensive adaptation. Market research confirms no other commercially available camera system can utilize these acquisition protocols without significant and time-consuming modifications, and Sexton provides superior customization support and higher quality hardware compared to competing marine technology companies. The Technical/Requirements Representative Certification was signed by Kresimir Williams on 7/28/2026, and the Contracting Officer determination was signed by Jason Jenks.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division, Alaska Fisheries Science Center (AFSC) and Midwater Assessment and Conservation Engineering

2. Description of supplies or services required to meet agency needs (including the estimated value)

Purchase 3 underwater stereo camera units for use on bottom trawl survey.

3. Identification of the single source or the brand name to be solicited.

The Sexton Corporation 2130 Davcor St. SE Salem, OR 97302-1510 info@thesextonco.com

(503) 371-6239 POC: Charley Weller

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

Sexton underwater camera products have been used by AFSC MACE program for over a decade, with their camera housings, underwater lights and battery housings incorporated into several underwater surveying platforms. This provides a known record of product performance in harsh marine environments that reduces the risk of equipment failure and improves field work operations.

Compatibility to existing systems or equipment - The required service must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

The Sexton company recently incorporated an open-source acquisition protocol that is fully compatible with camera systems developed at the AFSC. This compatibility allows AFSC scientists to use all existing software for image data collection and more importantly, for analysis. The compatibility includes image file structure, naming conventions and sensor metadata. With this product, the extensive image analysis and visualization pipelines developed by MACE over the past 10 years can be seamlessly applied, greatly improving efficiency and leveraging existing software infrastructure.
