SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION

THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and

Aviation Operations, Acquisition, Analysis, and Accountability Branch.

2. Description of supplies or services required to meet agency needs (including the estimated value).

Delivery of lube oil to the NOAA Ship Okeanos Explorer. Lube oil required is ExxonMobil Mobilgard

312. That is the kind currently used in our generators and motors, and we need the same oil for compatibility. Lube oil is for required generator and motor life cycle maintenance.

3. Identification of the single source or the brand name to be solicited.

ExxonMobil Mobilgard 312

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

Lube oil needs to be ExxonMobil Mobilgard 312 since it will be mixed with current oil stocks. Combining brands could result in unknown performance degradation. This lube oil is of the type that is called for in the manufacturer's specs for the systems to be serviced.

5. Market Research.

There may be other lubricating oils available that meet the requirements of the OEM, however it is unknown what effect mixing different types of lubricating oil together has on the individual lubricating properties.

Source Selection Information – see FAR 2.101 and 3.104

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

Date LCDR Rosemary Abbitt

Executive Officer, NOAA Ship Okeanos Explorer

7. Determination

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.

Jason Jenks – Contracting Officer Date
