About this file
This is a Single Source Determination document using Simplified Acquisition Procedures for a contract action with the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations – Marine Operations Acquisitions Branch. The contract action (140802-26-0481) is for a new firm fixed-price contract not exceeding the Simplified Acquisition Threshold and will be awarded to MD Marine Electric (672 E 11th St, Tacoma, WA 98421, Contact: Jordan Whitt, JWhitt@mdmarineelectric.com, (253) 383-9983).
The procurement requires equipment and marine electrical/electronics services to upgrade the Public Address (PA) system aboard NOAA Ship RAINIER. Equipment deliverables include one Integrated Public Address System Controller, two Button Control Stations, and one Power Transfer Switch. Services include Marine Electrical/Electronics Engineering Services to document and integrate the new PA system into existing ship infrastructure, producing system installation and wiring drawings and ship-wide as-built drawings, and Marine Electrical/Electronics Field Service Technical Services to install, test, and certify the new PA system, including delivery of all installation, test, and certification documentation. Market research identified at least four Maritime Electrical/Electronics vendors in the Pacific Northwest region; MD Marine Electric was determined to be the only vendor with availability and expertise to complete the work within the ship's underway schedule. The contract was justified on 1 July 2026 by Technical Contact Donald E Jones and approved by Contracting Officer Isaac Bright. Future efforts will include technical review of available technology for replacement systems on NOAA ships to increase competition.

4. Market research conducted and the results (attach documentation as necessary).
There were at least four individual Maritime Electrical/Electronics vendors located within the Pacific Northwest region that were contacted either via phone or email to gather information as to whether they could provide the required equipment and services being requested. Additionally, the websites for Maritime Electrical/Electronics product and service vendors along the entire West Coast were reviewed to gauge whether any other vendors would be able to meet the Government’s requirement.
Various communications (email, voice, etc.) to a number of Maritime Electrical/Electronics service vendors located in the Pacific Northwest region; as well as review of trade publications and vendor websites; were conducted. The proposed vendor is the only vendor with availability and expertise that can complete the necessary actions in time to meet the ship’s underway schedule.
5. A statement of the actions the Agency may take to remove or overcome barriers to competition.
As shipboard Electrical/Electronics Systems approach end-of-life, a technical review of available technology will be conducted to select the replacement systems installed on NOAA ships in the future.
