About this file
This document is a single source justification for the procurement of Exxon Mobilgard 312 lube oil for the NOAA ship Okeanos Explorer. The National Oceanic and Atmospheric Administration's Office of Marine and Aviation Operations seeks to purchase and deliver thirty 55-gallon drums of Exxon Mobilgard 312 lube oil to Mare Island Dry Dock in Vallejo, California by January 15, 2024. This lube oil is approved by the engine manufacturer and exceeds all parameters for use in the vessel's engines to ensure the longest operational life expectancy and best value. Only Exxon Mobilgard 312 is reasonably available due to compatibility with existing systems and uncertainty that may arise when mixing different manufacturers' lubricants given slight differences in chemical composition.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
140802-24-0201
1. Agency and contracting activity.
Department of Commerce, NOAA Office of Marine and Aviation Operations.
2. Description of supplies or services required to meet agency needs (including the estimated value).
Purchase and deliver thirty (30) 55-gallon drums of Exxon Mobilgard 312 lube oil to Mare Island Dry Dock in Vallejo, California for Okeanos Explorer (exact address to be provided a minimum of two weeks prior to delivery).
Delivery requested on 15-January-2024.
3. Identification of the single source or the brand name to be solicited.
Exxon Mobilgard 312
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
X Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
This vessel uses Exxon Mobilgard 312 Lube Oil. This oil is approved by the engine manufacturer for use and exceeds all parameters that this involves. Other manufacturers make similar products but are strongly cautioned “do not recommend for use” because of additives that are used. There is also uncertainty in issues that may arise when lubricants from several manufacturers are mixed together, as each lubricant will have slight differences in chemical composition. The use of Mobilgard 312 ensures the longest operational life expectancy out of our engines and the best value for the government and taxpayer.
