Quotes must be submitted by email to Thomas Lamont at Thomas.r.lamont3.civ@army.mil by the deadline specified in the Combined Synopsis/Solicitation Coversheet, with the subject line "W912LA26QA095 SB SLO Custodial Services." Quotes must be organized into three separate volumes: Volume I (Price & Terms & Conditions with completed contract line items and fill-in clauses); Volume II (Technical Plan, limited to 2 pages); and Volume III (Relevant & Recent Past Performance Information, limited to 2 pages). All submissions must comply with formatting requirements including 12-point minimum font, 8.5" x 11" paper, 1-inch margins, English language, and pricing in U.S. dollars. Quoters must complete all representations and certifications from the System for Award Management (SAM.gov) or provide a current copy with a signed statement of accuracy.
The evaluation process prioritizes the lowest priced quote that meets technical and past performance standards. The Government will rank quotations by price and evaluate technical and past performance only for the lowest priced submission; if deemed acceptable, no other quotes will be evaluated. The Technical Plan must detail staffing including occupation codes, hours per position type per performance period, in-house versus subcontracted positions, and the contractor's plan to maintain 100 percent service availability including during staff absences. Subcontractors performing more than 49 percent of the total proposed price must provide their name, Unique Entity Identification, CAGE Code, and two points of contact. Past Performance evaluation requires minimum three relevant contracts completed within the past three years, rated as acceptable or unacceptable based on whether the Government has reasonable expectation of successful performance. Award will be made to the responsible quoter who is technically acceptable, has acceptable past performance, and submits the lowest price.

ADDENDUM TO 52.212-2, EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (Deviation Date)
BASIS OF AWARD- EVALUATION
I. Basis for Contract Award – Evaluation of Offers-Simplified Acquisition Procedures
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price
(ii) Technical Plan; and
(iii) Past Performance
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR clause 52.217-8, Option to Extend Services, if included in this solicitation. Options under FAR clause 52.217-8 will be evaluated by using the prices quoted for the last option period to determine the price for a 6-month extension, which will be added to the base and other option years to arrive at a total evaluated price. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract.
Therefore, issuance by the Government of an order in response to a supplier’s quotation does not establish a contract. A written notice of award or purchase order mailed or otherwise furnished to the successful quoter is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
(d) The Government will rank Quotations by lowest to highest price in response to this solicitation. Technical and Past Performance evaluations will be performed on the lowest priced quote. If that Quotation submission is found to be acceptable, quotes a fair and reasonable price and is determined responsible, the Government will not evaluate any other quotes received. However, if the lowest priced quote is determined to be unacceptable for award for any reason, the Government will evaluate the next low price quote submission. This will continue until the Government is able to find an acceptable quote submission for award.
II. Quote Evaluation: The evaluation process will be accomplished as follows (Organized by Volume):
A. General: We will award a contract to the responsible quoter who is technically acceptable, has acceptable past performance, and submits the lowest price in response to the solicitation. .
B. Volume I, Price & Terms and Conditions
1. General: We will determine the merits of your quote based on (a) its acceptability and (b) its quoted price.
(a) Acceptability: We will determine the acceptability of your quote on an acceptable or unacceptable basis. We will consider your quote acceptable if it (i) conforms to the material solicitation requirements; (ii) manifests your unconditional assent to the terms of this Request for Quote (RFQ), and (iii) you are a responsible prospective contractor pursuant to RFO FAR 9.104-1. (NOTE: By submission of a quote, the quoter represents that it unconditionally assents to the terms of this Request for Quote, except for any written express exceptions.)
(i) Conformance. Material solicitation requirements include those terms affecting quality, quantity, price, or delivery.
(ii) Assent. If you (1) take exception to any term of this RFQ, (2) propose any additional terms, or (3) omit material information required by this RFQ then we will consider your quote to be unacceptable and ineligible for the contract award.
(b) Price: We will evaluate your price for fairness and reasonableness in accordance with RFO FAR 12.204.
C. Volume II, Technical Plan
1. The Technical plan will be assessed to determine if the number of hours quoted are sufficient to ensure successful completion of the requirements of the PWS. The Government will also assess the plan to determine compliance with the attached Wage Rate Determination. The Government will also assess the Contractor’s plan to ensure compliance with the PWS at all times.
D. Volume III, Past Performance Factor
1. General:
First, we will evaluate the recency. For purposes of this evaluation, recency is defined as demonstrated experience (active or completed efforts) performed within the past three (3) years from the issuance date of this solicitation. Second, we will evaluate recent contracts for relevancy. Relevancy is described as present/past performance that is similar in scope and magnitude of the effort. Third, we will evaluate relevant contracts for overall quality on an acceptable/unacceptable basis.
Adjectival Rating Description
Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will be able to successfully perform the required effort, or the quoter’s performance record is unknown.
Unacceptable Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
The Government may only award to a contractor the Contracting Officer is able to make an affirmative determination of responsibility IAW RFO FAR 9.103(b). As part of this determination, the Government will consider supplier risk using the Supplier Performance Risk System.
