STATEMENT OF WORK

Commonwealth of Pennsylvania Department of Conservation and Natural Resources

Bureau of Geological Survey

PENNSYLVANIA LICENSED PROFESSIONAL GEOLOGIST RESEARCH CONTRACTOR

United States Geological Survey 2020-2022 Earth Mapping Resource Initiative

Mapping, Geochemical and Petrological Investigation of Mesozoic Cornwall-Type Magnetite

Skarns, Adams County, South-Central Pennsylvania

I. SCOPE OF WORK:

The Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Geological Survey (PAGS), requires the technical assistance of a qualified geologic contractor to aid their studies of the Mesozoic Basins in Pennsylvania. As part of the United States Geological Survey (USGS) Earth Mapping Resource Initiative (EarthMRI), the Pennsylvania Geological Survey was awarded funds to map and study the magnetite skarns associated with the Jurassic diabase intrusions in Adams County, Pennsylvania. The goal of EarthMRI is to assess the critical mineral resources of the United States.

Questions regarding the technical aspects of the work should be directed to Stephen Shank at 717-702-2021 or stshank@pa.gov. Questions concerning the contracting or bidding procedure should be directed to Carol Durham at 717-783-3309 or cdurham@pa.gov.

II. PROJECT DESCRIPTION:

Magnetite skarns are a common feature in the Mesozoic basins in Pennsylvania where diabase intruded carbonate rocks and were commonly mined for iron ore from Colonial times to the early 1980s. In addition to iron, gold, silver, copper and cobalt were produced from accessory pyrite and chalcopyrite. In the mid-20th century, the major skarns at Cornwall and the Grace Mine near Morgantown were among the most important sources of cobalt in the United States. Previous aeromagnetic and exploration studies indicated potential for additional skarns in the Gettysburg basin in Adams County. The goal of the project is to evaluate the potential of the magnetite skarns as a resource for the critical element cobalt. Cobalt is essential for rechargeable batteries, magnets, high temperature superalloys and tool steel and currently is not mined in the United States.

The contractor will use a combination of geologic field mapping and sampling, and other applicable methods and necessary data interpretation to produce the required deliverables for submission to the Department. The contractor will then work with the Department staff through review and revision processes to produce the final maps and report for submission to the USGS in fulfillment of the requirements of the EarthMRI grant.

The study area includes the following 7.5 minute quadrangles: Arendtsville, Biglerville, Emmittsburg (PA portion) Fairfield, Gettysburg and Taneytown (PA portion) which is defined in Attachment A (Project Area Map).

III. CONTRACT TASKS & DELIVERABLES:

The following tasks must be completed in performance of contract:

A. Contract Tasks:

• Develop geologic base maps of the magnetite skarns and associated diabase at the 1:24,000 scale.

• Collect representative samples of skarns and diabase for geochemical and petrographic analysis.

• Collaborate with survey staff on petrographic and electron microscope studies to identify ore minerals and their occurrence.

• Work with PAGS staff to write a summary report describing geochemical and petrographic studies.

B. Contract Deliverables:

On or before August 15, 2022, the Contractor will provide final deliverables including a 1:24,000 surficial geologic map and selected cross sections(s) of the area as PDFs in the USGS Geologic Map Schema (GeMS) format.

IV. CONTRACTOR EXPERIENCE:
