A] GENERAL INFORMATION

1] This Statement of Work contains the requirements for shipyard services on the NOAA Research Vessel Manta R8301.

2] The general characteristics of the vessel are as follows:

Length on deck: 83 feet Length overall: 90 feet Beam: 30 feet Draft: ~4 feet

Displacement: ~78 long tons

3] All work shall be accomplished at the Contractor’s facility, which shall not exceed 50 miles from the vessel homeport at Texas A&M University in Galveston, Texas. NOAA shall deliver the vessel to the Contractor’s facility, and redelivery will also be at the Contractor’s facility. The period of performance for all work is three (3) weeks from the date of award.

4] The Contractor shall be responsible for coordinating the efforts of their employees, subcontractors, and vendors in order to avoid any delays or disruptions and to meet the period of performance. The Contractor shall provide all facilities, labor, materials, tools, and services required to complete the work.

5] Upon arrival at the Contractor’s facility the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, protection from adverse environmental conditions, etc. This responsibility shall terminate only after all work is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.

6] NOAA employees and contractors may be working on board the vessel during the period of performance on a not to interfere basis. During this period, these personnel shall have full access to the vessel during normal working hours.

7] When the vessel is hauled from the water, the Contractor shall ensure that all machinery and equipment used for that purpose is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessel, and operated by trained, competent personnel. NOAA shall provide a docking plan for the vessel if requested.

8] The Government reserves the right to award some or all tasks defined herein. Additional work outside of this contract may only be authorized based only on a condition found report.

9] All work performed under this (SOW) shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel.

10] In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor shall submit a Condition Found Report (CFR) to the TPOC. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be performed without approval from the Contracting Officer.

11] All welding required as part of the tasks defined below shall be performed by welders certified by ABS or USCG working in accordance with welding procedures approved by ABS or USCG. Certifications and procedures issued by other nationally recognized authorities may be considered.

12] NOTE: All work performed on the vessel shall be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA and approved by the Contracting Officer.

B] SPECIFIC WORK TASKS

1] Haul, clean, block, store, and launch Remove the vessel from the water. Pressure-wash the entire hull, including all surfaces within the tunnel, from sheer line to keel removing all dirt, grime, and marine growth. Similarly, clean all fittings below waterline, including propulsor components, struts, stern tubes, rudders, foils, fins, through-hulls, interior of the jets, etc. Do not damage any existing anti-fouling paint unless further tasks in this SOW require its removal. Clean transducers with a non-metallic brush, taking care to not mark the emitting surface in any way. Clean all surfaces of all anodes with a wire brush.

Block the vessel in a level attitude with the keel (or keels) 36” minimum off the ground. During the cleaning process, temporarily shift individual blocks to ensure that all portions of the hull are cleaned.

Inspect the hull, coatings, and all attachments and report any damage or discrepancies to the TPOC in writing. Provide electrical power to the vessel suitable for its shore power system.

Upon completion of all work done on the hard, launch the vessel, inspect all compartments for leaks, and secure it dockside. If dockside testing or underway trials are required after launch, provide prior notification to the TPOC so NOAA personnel can attend.

2] Recoat hull bottom Prepare the hull surfaces to be painted and apply two coats of Interlux brand Micron-CF antifouling paint. Paint shall be applied in accordance with the coating manufacturer’s application requirements.

Provide an extra coat at the hull’s leading edges, including the hydrofoils, tracking fins, and each hull.

Include the black boot stripe above the waterline in Micron-CF. During the coating process, temporarily shift individual blocks under the hull to ensure all portions of the hull are recoated.

The Contractor shall have an OEM representative or certified technician oversee the application process.

Notify the TPOC after completion of painting.

3] Cathodic protection anode replacement

Remove, clean, and inspect all anodes on the hull; two each P/S side tunnel at frame W, and three each P/S at each transom, for a total of ten (10) anodes. Replace any anodes exhibiting more than 25% wastage. Reinstall anodes after bottom paint work is complete. Ensure new anodes make electrical contact with mounting brackets and bolts by testing continuity with a multi-meter.

4] Disassemble, clean, paint, reassemble jet parts A] Disassemble the port and starboard jet drive parts from the transom and inspect all components.

Clean all jet components, including 2 intake ducts, 2 stators, 2 nozzles, 2 buckets, and all attached devices and fittings, of marine growth using pressure wash, wire brushes, and similar hand tools.

B] Prior to painting and reassembly, the TPOC and the Contractor shall inspect wear ring on jet drive’s impeller race. Notify TPOC prior to this work so NOAA staff may observe. If wear ring is showing signs of wear and tear, a replacement shall be ordered by NOAA staff.

C] Repaint the jet parts with two coats of Micron CF anti-fouling paint and reassemble. The Contractor shall use a blast medium approved for aluminum. Notify TPOC upon completion so they may inspect.

5] Annual life raft service Unship two each 16-person life rafts (DBC, SOLAS A) and transport to local DBC approved third party inspection service of yard’s choosing. The third party shall inspect and perform annual service on both rafts. Reinstall life rafts upon return, taking particular care to orient the rafts correctly with regard to drainage holes. The Contractor shall coordinate the logistics of transport with approved third-party inspection service. The Contractor shall provide the written inspection and service report to TPOC upon completion.

6] Repair deck sockets (4) Four threaded sockets on the main deck are worn and in need of repair. NOAA staff will identify exact locations. Replace or re-thread the sockets to like-new condition. Internal threads will be ¾”-UNC and of stainless steel. Note that access below deck is not possible. Upon completion, demonstrate effective engagement of threads using NOAA supplied fittings.

7] Replace Starboard MDE raw water pump The raw water circulation pump on the STBD MDE is leaking and showing rust stains. MDE is not getting the proper priming and siphoning for the cooling water entering the MDE, which is affecting the efficiency of the engine. Replace water pump with a new and unused version of the same Caterpillar pump with bronze impeller. Upon completion, test the pump and engine at full power to demonstrate proper operation and no leaks.

8] Replace transmission cooling water hose on STBD MDE Replace the STBD transmission cooling water discharge hose. Prior to replacement, the TPOC will confirm the exact hose requiring replacement. Upon completion, test the engine at full power to demonstrate there are no leaks.

9] Replace flood lights

A] Replace the two 120VAC x 200-watt halogen flood lights above the P&S life raft stations with 24VDC x 6,000 lumen LED lights of similar size and style.

B] Replace the two aft facing 120VAC x 500-watt flood lights illuminating the aft deck with 24VDC x 10,000 lumen LD lights of similar size and style.

For all lights, revise the electrical system to provide the required voltage and amperage. New lights will be marine rated and constructed with metal housings. Control switches for the new lights will be in the same locations as before. Upon completion, test all lights with the TPOC present.

10] Fabricate ladders for top bunks In the three main deck staterooms, the upper bunks are difficult to reach safely. Fabricate four removable ladders that provide secure placement of feet and hands entering and leaving the bunks.

Ladders will be installed for upper bunks in the port stateroom (1), stbd stateroom (1), and center forward stateroom (2). Ladders will be secured when in use, but also be able to be removed without tools and stored under the bunks.

11] ECDIS system (w/o subscription) Provide and install a Furuno FMD3200 ECDIS to fully satisfy the requirements for paperless operation of vessels. Current electronics in the pilot house must be integrated into the system. Technicians will show the TPOC and Captain the basic operation of the system, and demonstrate it is working correctly and completely integrated with other required electronics.

12] Pilot House Window Shades (16) Purchase and install sixteen each, 5-millimeter thickness roller shades in the pilothouse (MetroMarine or equivalent). Each shade must be fit to the specific window onto which it is installed. Confirm shade specifications with TPOC before purchasing. Upon completion, notify the TPOC for inspection.
