About this file

This Statement of Work (SOW) details NIST's requirement for a photorheometer system for the Applied Chemicals and Materials Division's bioprinting research. The system must have advanced technical specifications including steady state and oscillatory shear strain capabilities, quasistatic and oscillatory compression testing, bottom optical access for light sources and microscopes, and precise force, gap, and torque resolution. Additional preferred features include temperature control, UV light sources, and signal monitoring capabilities.

The contractor will be responsible for delivering, installing, and training NIST personnel on the photorheometer system within 70 days of award. Installation will occur at NIST Boulder, CO, with a one-year warranty covering parts, labor, and travel. The system will support research into bioink cure kinetics and mechanical properties for high-resolution bioprinting of hydrogels, synthetic organs, and tissue scaffolds. This is a sources sought market research effort to identify potential vendors, with a preference for small business set-aside if at least two qualified small businesses can meet the requirements under NAICS code 334516.

STATEMENT OF WORK

TITLE: Photorheometer system

I. BACKGROUND INFORMATION

Applied Chemicals and Materials Division is involved in the development of high resolution bioprinting of hydrogels for organs on a chip, synthetic organs and tissue scaffolds. The work focuses on the geometry and properties of printed devices and layers at the high spatial resolutions relevant to end use applications. Recently, the project has investigated photorheology as a means to characterize bioink cure kinetics and mechanical properties at length scales relevant to the printed layer thickness. In the project’s related research, they have found that precise, reproducible light sources are essential for interlaboratory comparison of kinetics. To facilitate such light sources in photorheology measurements, NIST requires a photorheometer instrument with modular, direct optical access to the bottom plate of the rheometer to deploy user-provided light sources. NIST also requires the ability to incorporate microscope imaging through the bottom plate.

II. SCOPE OF WORK

The Contractor shall provide one (1) photorheometer system that meets the following minimum technical requirements. The Contractor shall install the instrument and provide training as described below.

III. SPECIFICATIONS

System Requirements:

• Shall allow steady state and oscillatory shear strain and shear stress-controlled operation

• Shall allow quasistatic compression testing of specimens

• Shallow allow oscillatory compressive testing of soft specimens

• Shall provide bottom optical access to an optically transparent bottom plate to allow user provided light sources and microscopes to be interfaced (maximum clearance for optical components is preferred)

• Shall have equal or better than 0.5 mN normal force resolution

• Shall have equal or better than 0.1 µm gap resolution

• Shall have equal or better than 0.05 nN m torque resolution

• Shall have equal or better than 1 kHz raw data streaming capability for fast data acquisition

• Shall include polished and roughened 25 mm parallel top plate(s)

• Temperature control from 0C or less to 100C or more (not required, but preferred)

• Vendor-provided UV light sources including at least 385 nm and 405 nm wavelength (not required, but preferred)

• A means of monitoring electrical signals (e.g. voltage proportional to light on, light off) between user provided light source and rheometer (not required, but preferred)

• A means of monitoring signals proportional to rheometer displacement and torque via 3rd party hardware (e.g. an oscilloscope or ADC) (not required, but preferred)

Installation:

The Contractor shall install the instrument in Building 81, Room 1E105, at NIST Boulder, CO.

Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash.

Instrument will operate to manufacturer’s specifications upon installation. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Mountain Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Subject Matter Expert (SME). Installation is to occur within 60 days of award.

Warranty:

The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.

Training:

(not required, but preferred) Include training at NIST for up to 2 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST SME to ensure maximum availability of NIST personnel. Training is to occur within 10 days of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.

IV. PERIOD OF PERFORMANCE

The period of performance shall be 70 days from award of this requirement.

V. PLACE OF PERFORMANCE

All work shall be completed at the Contractor’s facility. Installation of the instrument and training shall be accomplished at NIST, Boulder, CO. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.

VI. GOVERNMENT FURNISHED PROPERTY

[List any if applicable, otherwise delete paragraph. This only applies for real property that is being provided to a contractor. For example, supplying a vacuum chamber for parts to be installed; modification of a piece of equipment; or equipment that is sent to an off-site repair facility.]

VII. DELIVERABLES

VIII. ACCEPTANCE CRITERIA

[Describe or list any performance criteria that must be demonstrated for acceptance. Describe any acceptance testing that will be performed by NIST. If Contractor is performing installation, then one can simply state, "The Contractor shall demonstrate that all performance specifications are met."]

IX. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST SME prior to arrival. The SME will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
