Statement of Need Summary
This is a Statement of Need issued by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS) for the acquisition of one commercial-duty fiberglass Downeast utility vessel to replace an aging response vessel used for scientific, environmental monitoring, hydrographic, construction support, and emergency response operations in the Chesapeake Bay, Atlantic Coast, Great Lakes, Gulf Coast, and nearshore coastal waters.
The vessel must be 26–30 feet in length overall with a minimum beam of 9'5" and a draft not exceeding 30 inches with engines raised. It shall feature a hand-laid fiberglass hull with solid bottom construction, a fiberglass stringer grid system, reinforced transom and deck support, and a minimum 80-square-foot open aft working deck. The pilothouse requires a minimum 6'4" standing headroom and shall include two captain's chairs, a 10,000 BTU HVAC system, and heavy-duty locking door. Propulsion consists of twin outboard engines (Mercury, Yamaha, or Suzuki) rated 200 HP minimum each (400 HP total) with stainless steel counter-rotating propellers and integrated GPS station-keeping capability. The vessel requires a 140-gallon fuel capacity, specific Lowrance navigation and sonar electronics (HDS PRO 16 displays, Active Imaging HD sonar, HALO24 radar, WM-4 weather system, Link-9 VHF with AIS), an 8-foot fiberglass antenna, roof-mounted LED searchlight, marine intercom system, Seakeeper 1 gyroscopic stabilizer, trim tabs, a 500-pound-capacity davit with capstan winch on the port side aft of cabin, Taco boarding handles, four-step dive ladder, raw water washdown, portable power station mount, bow thruster, and electric windlass with 22–25 lb stainless anchor. Delivery includes an aluminum tri-axle trailer with 13,000-pound minimum capacity and electric disc brakes. Testing includes a minimum four-hour sea trial and full-load davit and stability tests. The contractor must provide one-year warranty covering hull, structural components, installed equipment, and workmanship, with manufacturer warranties transferred to NOAA. Delivery is FOB destination to the NOAA Chesapeake Field Office in Chesapeake, Virginia. Final acceptance requires delivery inspection, sea trial review, equipment verification, documentation review, and deficiency resolution, with the government retaining the right to reject the vessel if any specification requirement is not met.
