About this file

This is an attachment to a Request for Qualifications (RFQ-26-701) issued by the State of California for the Siting, Transmission, and Environmental Protection (STEP) program, specifically addressing the Small Power Plant Exemption (SPPE) Peak Workload contract opportunity. The attachment details the Darfur Contracting Act compliance requirements that bidders must satisfy to be eligible for submission. The RFQ seeks a Prime Contractor to evaluate applications for SPPE-eligible energy facilities, conduct environmental impact analyses in accordance with CEQA and California Code of Regulations Title 20, and provide support in environmental impact assessment, engineering, and related regulatory matters.

The Darfur Contracting Act certification requires all bidders to complete one of three compliance statements: certify they have no business operations outside the United States in the previous three years; demonstrate they are a scrutinized company with written permission from the Department of General Services to submit; or certify they have international operations but are not a scrutinized company as defined under Public Contract Code section 10476. Bidders selecting the third option must provide a certification under penalty of perjury from an authorized company official, including the firm name, Federal ID number, authorized signature, and execution location. Proposals that fail to include this form with one of the three options properly initialed or certified will be automatically disqualified.
